- Title Notice of Intent- The George Washington University-Biostatistician Consultation Services for the Critical Care Medicine Department Product Service Code: R499-Support-Profesional: Other NAICS Code: 541690-Other Scientific and Technical Consulting Services (Small Business Size Standards $19M Average Annual Receipts) Place of Performance: Bethesda, MD 20892 USA POTS: 25-005114 Description This is a notice of intent, NOT a request for a quotation. A solicitation document will NOT be issued, and quotations will NOT be requested. The National Institutes of Health (NIH) plans to award a fixed-price purchase order to The George Washington University on a sole-source basis for Biostatistician Consultation services for the Critical Care Medicine Department. This will cover a one-year base period, running from April 1, 2025 to March 31, 2026. The Clinical Epidemiology Section (CES) is expanding its research efforts, with an increasing number of independently funded projects. Recently, CES received funding from a not-for-profit organization to conduct a study on the clinical and economic burden of antibiotic-susceptible bacterial infections in the United States. This study will involve a retrospective cohort analysis using clinical and administrative data, anticipated to include data from approximately 500,000 to 1,000,000 patients. Given the scale of the project, the need for two biostatisticians is critical: one senior Ph.D.-level biostatistician and one junior master�s degree-level biostatistician. To qualify, the senior biostatistician must hold a Ph.D. in Biostatistics, possess over 10 years of experience in academic biostatistical analysis of large healthcare datasets, have independently led analytics for large-scale, high-impact studies, and demonstrate the ability to secure grant funding. The junior biostatistician must hold a master�s degree in Biostatistics. The George Washington University (GWU) is uniquely qualified to provide these services, being the only major school of public health in the greater Washington, D.C. area. This will facilitate In-Person meetings and foster a stronger integration between the Clinical Epidemiology Section and experts in epidemiology and public health, promoting long-term academic collaboration. Additionally, GWU has biostatisticians who meet the qualifications required for this project. The selected contractor will provide expert knowledge in both Biostatistics and Epidemiology, performing complex computational modeling, contributing to study design, and leveraging large datasets for extrapolation, matching, weighting, and cost analyses�essential components of the study on the ""Burden and Impact of Antibiotic-susceptible Infections in the United States."" ****See attached Statement of Work**** This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 � Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. The total dollar value of this requirement shall not exceed the Simplified Acquisition Threshold (SAT), $250,000.00. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
