***INTENT TO SOLE SOURCE NOTICE-*** � � Estimated Date of Award: April 1, 2025 Synopsis: � � The Department of Veterans Affairs, Columbia, South Carolina on behalf of the Birmingham VA Medical Center in Birmingham, Alabama intends to make a direct award to Laurie A. Slay, Independent Contractor, Qualitative Research,, UEI number: K8MQM878GM24 using existing VA Grant funding to understand uptake of and adherence to clinical practice guidelines for airway disease patients cared for in the Veteran Health Administration. To accomplish this aim, the qualitative research contractor is required to explore reasons for clinical practice guidelines discordance among clinicians and preferences for treatment among Veterans with airway disease using qualitative semi-structured interviews. The contract will include a base year and three (3) additional option years for a total of four (4) years running from April 1, 2025, through May 31, 2029. A Justification for Other than Full and Open Competition (JOFOC) has been prepared. This procurement is being conducted in accordance with FAR 13.106-1(b) (1)(ii), Soliciting from a Single Source. The NAICS code utilized for this procurement is 622310 (Specialty) with a Small Business Size Standard of $41.5M. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, Contractors may submit a capability statement, proposal, or quotation which shall be considered by the contracting officer whether to continue with the sole source procurement or to provide for competition. Such responses MUST be received no later than March 21, 2025, at 5 PM EST. Interested parties are encouraged to furnish information by email only with Response to Intent to Research-Airway Diseases in the subject line. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirement listed to forward responses by e-mail to Joseph Locke, Contracting Officer, joseph.locke@va.gov.� Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. The Department of Veterans Affairs, NCO 7 will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award. �
