Draft RFP: Anticipated in Spring 2025 Experience sought: Experience with design-build construction project experience with Government or Private Sector customers. Additional Experience (not required): elevation of properties for storm risk management. See Project purpose and description. Project Purpose: The purpose of this acquisition is to establish a maximum of five contractors under a Regional Indefinite-Delivery, Indefinite-Quantity Multiple-Award Task Order Contract (IDIQ MATOC) with a total shared capacity not to exceed (NTE) $793 million to meet the construction requirements of designing plans for and constructing floodproofing on up to 3,961 individual properties in the Southwest Coastal Louisiana Nonstructural Storm Risk Management Project (Project). Description: The Project aims to provide hurricane and storm damage risk management in the southwest portion of the state. Given the area�s low elevation, flat terrain, and proximity to the Gulf of Mexico, Southwest Louisiana is at high risk of flooding from tidal surge and waves from hurricanes. Additionally, land subsidence, combined with sea-level rise, is expected to increase future potential for coastal flooding. The Project has nonstructural storm damage risk management measures in the form of approximately 3,500 residential home elevations and alternative floodproofing methods for 342 non-residential structures and 157 warehouses (Figure 1). This is one of several federally funded initiatives aimed at reducing the risk of damage to infrastructure and communities along the coastline of Louisiana. Rather than relying on structural solutions such as seawalls or coastline levees, the Project focuses on implementing nonstructural measures (i.e., property elevations, property levees, floodwalls, door dams, or other floodproofing measures) to mitigate the impacts of coastal hazards in the state. It is a collaborative effort involving Federal, state, and local government agencies. Scope: Only the work necessary to elevate or floodproof each structure in accordance with applicable codes, laws, regulations, and the requirements of this Contract, and to produce a product that's aesthetically equivalent to each structure's condition prior to the work under this contract, will be performed under this Contract. The work to be performed includes but is not limited to; design elements necessary to meet the requirements of the Request for Proposal (RFP), coordination with Federal, State, and local government and owners, permit applications, pre- and post-construction inspections, construction activities to raise residential structures and floodproof commercial and industrial structures, certified survey, and documentation of activities.
