Laser System FA875125Q0061 Response date: 31 March 2025 Class Code: 6625 NAICS: 334516 This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Products and Commercial Services and FAR Part 13 Simplified Acquisition Procedures. Notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334516 with a small business size standard of 1,000 employees. AFRL requires a (QTY 1) fiber-coupled 553 nm laser system with the following specifications: Center frequency 541.433 +/- 0.002 THz (ref: Center Wavelength (vacuum) 553.702 nm) - Mode Hop Free Tuning Range: >30 GHz - Linewidth Full Width Half Max 2 mW within vicinity of center frequency - Single-mode, polarization maintaining, FC/APC Fiber Output, permanently attached - Included internal optical isolation >20dB - Air or conduction cooled (does not require chilled water loop) - External AC power supply (system possesses location for DC power input) - Polarization Extinction Ratio > 18 dB - End-user tunable current, piezo, and temperature setpoints via external interface (see below for interface requirements) - Analog inputs via SMA, BNC, or other standard RF connector, for current modulation, 3dB bandwidth >= 10 MHz - Analog inputs via SMA, BNC, or other standard RF connector, for piezo modulation, 3dB bandwidth >= 1 kHz - Can operate outside laboratory conditions, to include: + Continuous operation under operational mechanical shocks > 7g, lockable to fabry perot cavity (or similar) during shock event. + Operating ambient conditions: 10-35 C (or wider), Non-condensing humidity (< 95%) + Storage conditions: -40-70 C (or wider), Non-condensing humidity (< 95%) + Laser head (if separate from control unit), or full system if fully integrated, hermetically sealed + Operating vibrations/acoustic performance as in GR-63-CORE sec. 4.4.5 & 4.6 + Non-operating vibrations, handling, and shock performance as in GR-63-CORE sec 4.3.1 & 4.4.5 - Meets standard laser safety requirements (e.g., emission indication, remote interlock, etc.) System must possess all necessary cabling and connections between control unit and laser head (if separate units). End user computer interface must support the following: - Remote control over network via wired ethernet connection enabled - Direct computer control over USB, serial, or other standard non-networked connection possible - Control software provided with GUI-style interface for computer control - Software Development Kit (preferred), external command guide (minimum), or both provided to enable end-user integration of laser control into end-user scripts or applications, independently or in concert with GUI software - Under interrupt of computer connection, system should continue to operate normally until connection is restored. Additionally, the full system must meet the following physical specifications: - < 5 kg system mass (head and controller, excludes power supply and cabling) - Max height 2.75 in, smaller preferred - Max footprint (head and controller combined): 24 in x 12 in, smaller preferred - AC Power 120V AC, < 40 W power consumption The Government intends to negotiate a sole-source award for this requirement with DRS Daylight Solutions, Inc, 16465 Via Esprillo San Diego, CA 92127 The Government has determined that no other company can meet the environmental testing (shock, vibration and acoustic performance-related points) and the low system footprint and mass/weight outlined above. For these reasons, the Government has determined DRS Daylight Solutions to be the sole-source provider of the required equipment. This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 14 April 2025. A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
