Solicitation Number: W9127825L0038 Classification: J019 Maintenance, Repair, and Rebuilding of Equipment- Ships, Small Craft, Pontoons, and Floating Docks NACIS: 336611 Ship Building and Repairing 15 Days Subject: Dry-dock Lawson Text: Market Research and Sources Sought Notice for information on capability and availability of potential contractors interested in proposing on a Firm Fixed Price Contract to perform maintenance on the LAWSON and CHOCTAWHATCHEE. The contractor will furnish all labor, materials, fittings, tools, lubricants, etc., necessary to accomplish the work within the performance period specified, between Pensacola, FL and Gulfport, MS. The scope of the work consists of 001 � Dry-dock Lawson Dry-dock the M/V LAWSON. This item will include dry-dock set-up labor, shore power service for the duration of the contract POP and dry-dock time to complete the work described in these specifications. Additionally, provide space and shore power for mooring the Government�s 165-foot-long crane barge CHOCTAWHATCHEE while the LAWSON is being repaired. Lawson overall dimensions are as follows: Length - 96� Beam - 40� Molded depth amidships - 8�-3� Displacement - 388 long tons 002 � Keel Cooler Leak Repair Both generator keel coolers located in the starboard-side cooler recess are leaking and unable to retain coolant in the system. Remove the heat exchangers and inspect for leaks, pressure test, reassemble the cooling system, refill with coolant, and test for leaks after reassembly. 003 � Potable Water Tank Repair The port-side potable water tank is suspected to have a crack in a weld seam on the bottom of the tank located in the rudder void. Empty and clean the tank, inspect for leaks, and repair any leaks found. Test after repairs to ensure no additional leaks are present. 004 � Seachest Maintenance Lawson has two seachests in lower engine room. Replace isolation valves and strainers in kind for both sea chests. 005 � Overboard Discharge Valve Replacement Replace in kind the three valves located on the 2� grey water discharge line, 3� black water discharge line, and 2� bilge/ballast line. Grey and blackwater valves are located in the starboard cooler void; bilge/ballast valve is located in the port cooler void. The GOV will be providing all three replacement gate valves and will retain all the old valves once removed. 006 � Emergency Fuel Shutoff Valve replacement Replace in kind both of the 2� emergency fuel shutoff valves located in the cooler voids (one port, one starboard). The GOV will be providing the replacement gate valves and will retain the old valves once removed. 007 � HVAC Replacements Replace in kind 10 minisplits units and 5 air handlers located at various locations around the boat. All of the units should meet or exceed current rated output for their respective spaces. 008 � Capstan Maintenance The crane barge Choctawhatchee has four capstans located on each corner. All four capstans shall be removed, gear oil changed, brake wear parts replaced in kind, and reinstalled/tested. Additionally fabricate a remote greasing system for each capstan. The system should allow for manual greasing of all the sub-deck components without removing the capstan from it�s mounted position. This is a Market Research and Sources Sought Notice only. No award will result from this Sources Sought Notice. There is no solicitation available currently; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in accordance with the Federal Acquisition Regulation and its supplements. It is the contractor�s responsibility to monitor the Government Point of Entry for the release of any solicitation. This Sources Sought Notice is not to be construed as a commitment by the U.S. Army Corps of Engineers (USACE), Mobile District to issue a solicitation or ultimately award a contract. Neither unsolicited proposals nor other kinds of offers will be considered in response to this Sources Sought Notice. This Source Sought Notice does not create an obligation on behalf of the Government to make an award of any contract pursuant to this announcement. The purpose of this sources sought notice is to determine the availability of qualified contractors to perform these services and to determine socioeconomic classifications (Large Business, Small Business, HUBZone, Service-Disabled Veteran Owned Small Businesses, Women Owned Small Businesses, etc.) associated with each. The primary North American Industrial Classification System (NAICS) Code applicable to this requirement is 336611, the small business standard for which is 1,250 employees. Responses to this Sources Sought Notice will be used by the government in making appropriate acquisition decisions. RESPONSE INSTRUCTIONS Responses are requested with the following information: 1. Contractor�s name, address, points of contact with telephone numbers and e-mail addresses. 2. Business size/classification (to include any designations such as Large Business, Small Business, HUBZone, Section 8(a) contractor, Service-Disabled Veteran owned Small Business, Small Disadvantaged Business, Women Owned Small Business, etc.) shall be indicated on first page of submission. 3. Contractor shall identify the percentage of services provided in the commercial marketplace and the percentage of services provided to government agencies. 4. Documentation should be submitted with the following considerations: Describe your capability and experience dry docking and performing repairs to barges. The above requested information shall not exceed a total of five (5) pages on 8.5"" x 11"" paper, 12-point Times New Roman font, with a minimum of one (1) inch margins all around. Please do not provide standard marketing brochures or catalogs. Responses will be evaluated on the basis of demonstrated functional capability. Responses are due no later than 28 March 2025, 4:00 p.m. CST. Responses received after this date and time may not be reviewed. Responses shall be submitted via email to Anquonette Wilkins, Contract Specialist, at anquonette.t.wilkins@usace.army.mil. In the subject line of your email state: Response to Dry-dock on the M/V LAWSON. No responses will be accepted by mail or fax. Submittals will not be returned.
