The Onsite Training Purchases Team at the NASA Shared Services Center is requesting information from vendors for the following business opportunity: Statement of Work National Electrical Code (NEC) training is a program designed to educate electricians, contractors, and other electrical professionals on the standards and regulations outlined in the National Fire Protection Association (NFPA) 70, which covers the safe installation and maintenance of electrical systems in buildings, ensuring compliance with local and national electrical safety requirements; this training includes learning how to interpret the code, apply its rules to real-world scenarios, and stay updated on the latest code changes. NASA�s Glenn Research Center (Glenn) in Cleveland is seeking a qualified vendor to deliver a comprehensive instructor-led-training for construction electrical inspectors, designers, and facilities electrical engineers. Background The Ohio Board of Building Standards adopted the 2023 NEC on April 15, 2024. The NEC, also known as NFPA 70, is a set of standards for safely installing electrical wiring and equipment. The Ohio Board of Building Standards also formulates and amends other building codes. Objectives The objective of NEC training is to equip individuals with the knowledge and skills necessary to safely install and maintain electrical systems by teaching them the standards and best practices outlined in the NEC, ultimately protecting people and property from electrical hazards through proper wiring methods, grounding techniques, overcurrent protection, and other critical safety measures; making it mandatory for electricians and other electrical professionals to ensure compliance with local regulations. Safety focus: The primary goal is to prevent electrical accidents like fires, shocks, and property damage by adhering to the NEC guidelines. Compliance with regulations: NEC training ensures individuals understand the legal requirements for electrical installations in their jurisdiction. Practical application: Training covers how to interpret and apply the NEC standards in real-world scenarios, including selecting appropriate materials, sizing conductors, and performing proper installations. Scope of Work The 4-day course should cover basic electrical theory, overcurrent protection, grounding and bonding, conductor sizing, service entrance requirements, branch circuit calculations, equipment installation, special occupancies, wiring methods, safety procedures, and specific code interpretations for different types of electrical systems, all based on the latest NEC standards. The course will be delivered in-person at Glenn for no more than 25 learners. Deliverables Vendor will deliver course syllabus 2 weeks before training start date. Vendor will deliver course materials before training start date. Vendor will deliver a list of training tools 4 weeks before training start date. Vendor will deliver a list of instructors 2 weeks before training start date. Vendor will use only course materials that are Section 508 compliant. Vendor will deliver course between April 28, 2025, and May 16, 2025. Government-Furnished Property NASA will provide training facility. NASA will provide access badge for instructor. NASA will provide audio and visual. Instructor Requirements Citizenship: U.S. citizen or permanent resident Qualified trainer: Completed a recognized instructor certification from an organization like the NFPA or a relevant electrical training provider and have extensive experience as an electrician, electrical engineer, or electrical inspector with a deep understanding of electrical systems and their installation practices. Additional Requirement Beyond technical knowledge and ability to deliver the course content accurately and thoroughly, the trainer should possess effective teaching skills to deliver the course material clearly and engage learners. A secondary instructor should be available should any circumstance prevent the primary instructor from facilitating the course on the scheduled dates. Target Audience 25 construction electrical inspectors, designers, and facilities electrical engineers Place of Performance The in-person training will be held at NASA Glenn Research Center. 21000 Brookpark Road Cleveland, OH 44135 Period of Performance April 28, 2025, through May 16, 2025 The 32-hour course must be taught anytime between Monday, April 28, 2025, and Friday, May 16, 2025. Response Criteria The following criteria will be considered when reviewing responses: Estimated cost for training. Acceptable payment methods. Policy to reschedule training. Responses should include a valid email address for the point of contact who will receive an authorization for purchase. You will receive an e-mail notification when your response has been received. Deadline Responses should be submitted no later than 9:00 am Central Daylight Time on Thursday, March 13, 2025. Terms of Request The purpose of this RFI is to collect additional information about the subject training request and identify the willingness and capabilities of potential vendors to service the subject training request. This RFI is issued solely for information or planning purposes and does not constitute a request for proposal (RFP). The information provided in the RFI is subject to change and is not binding on the government. NASA has not made a commitment to purchase any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. Next Steps The Onsite Training Purchases Team will gather all responses received and submit only those responses that meet the criteria to our customer at Glenn. Our customer will provide responses to the program manager for review. The program manager will review and select the response which offers the best value to NASA. Our customer will submit the selected offer to the Onsite Training Purchases Team. The Onsite Training Purchases Team will prepare the award package and send to a purchasing agent for review and approval. The purchasing agent will issue a Notice of Award to the selected vendor. The vendor can communicate with our customer at Glenn after receiving the notice. The Onsite Training Purchases Team will publish a copy of the notice at sam.gov.
