Description
The Federal Aviation Administration (FAA) William J. Hughes Technical Center for Advanced Aerospace (WJHTC), located at the Atlantic City International Airport, NJ, is conducting a market survey to assess the current marketplace and to identify Small Business entities capable of providing Armed Security Guard Services to the WJHTC. Note that the potential award is a follow-on to an 8(a) set-aside. The responses to this survey are for informational purposes only. This is not a Screening Information Request or a Request for Proposal of any kind. The FAA is not seeking or accepting proposals. Respondents will not be notified of the results of this survey or the results of information submitted. Any confidential or proprietary information submitted in response to this announcement must be marked accordingly by the vendor. Such information will not be disclosed outside of the acquisition team. NOTE: The FAA will not pay for any information received or costs incurred in preparing the response to this market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendor's expense. Interested firms are required to review the attached Draft Statement of Work and submit the following: 1. Company�s business name, SAM UEI, and Small Business classification 2. CAPABILITY STATEMENT: Submit a summary of your firm�s capability in meeting the FAA�s requirements as described in the attached Draft SOW. This statement should not exceed ten (10) pages in length. All of the following must be addressed in your response: a. Experience with this type of work by providing at least 3 examples of contracts for armed SO services within the past 10 years for a minimum of $1,500,000.00/yr. Include basic contract information for each contract (e.g., task overview, dollar amount, customer, period of performance, etc.) along with the size and function of the facility (i.e., number of buildings, acreage, number of employees, type of company, critical infrastructure protected). Provide sufficient information so the FAA can fully understand the work performed and the complexity. b. Capability of all armed SOs on the contract to acquire and maintain, prior to the start of the contract, a NJ permit to carry a firearm. c. Capability of providing and maintaining a Program Manager and five (5) shift Guard Supervisors to meet the Key Personnel requirements in the SOW 3.2. d. Capability of maintaining an adequate staff of armed Security Officers (SOs) (50+ full and part-time) to ensure all post assignments and additional guards to fill surge requirements are available. e. Address capability to provide all armed SOs, including key personnel and computer operators-unarmed, with a secret clearance and ability to obtain Department of Homeland Security (DHS) suitability. f. Capabilities in operation of screening visitor�s, packages, vehicles and operation of x-ray and walk-through scanning equipment. g. Capabilities in operation of a 24/7-365 dispatch center, including but not limited to: dispatching emergencies with local EMS, operation of communications equipment, monitoring of cameras, Intrusion Detection System (IDS) , alarms and card reader access points and preparing desk logs and incident reports. h. Capabilities in addressing all training required by armed guards, to include but not limited to Security Officers Registration Act (SORA). i. Capabilities in operation of visitor�s desk, including but not limited to in-processing of visitors, identification checks, operating/maintaining visitor program software and camera, contacting sponsors and escorting. j. Capabilities in operation of badging office, including but not limited to operating badging software and camera, maintaining logs, addressing access and problems. k. Capabilities of providing all associated vehicles, weapons, ammunition, uniforms, radios and equipment required by the contract. l. Any additional information about your company to assist the FAA in planning the acquisition strategy (e.g., company website, management team, key personnel, teaming arrangements, etc.).
