Description
The Navy seeks an Ultra-High Frequency (UHF) Military Satellite Communications (MILSATCOM) Antenna System that can be used with the existing AN/WSC-3(V), Digital Modular Radio (DMR), ARC-210, Joint Tactical Radio System (JTRS), or similar radio sets for SATCOM communications at both legacy UHF and Mobile User Objective System (MUOS) frequencies. This Commercial Solutions Opening (CSO) falls under the authority of 10 U.S.C. �3458 and is a multi-phased competitive solicitation designed to encourage non-traditional contractors to work with the Department of Defense (DoD) by simplifying the procurement process for innovative technologies. Though traditional defense contractors are welcome to respond to this CSO announcement, the Government is particularly interested in hearing from: non-traditional Defense contractors, small business entities, non-profit organizations, governmental institutions, and academia. This CSO seeks innovative, commercial technologies that propose new or existing solutions or potential new capabilities that fulfill the UHF SATCOM Antenna requirements. The Government is very interested in leveraging existing commercial technologies and products that can be adapted to the unique Navy shipboard environment; this may include but is not limited to utilizing existing UHF antenna designs such as those that may be prevalent in other maritime applications such as commercial shipping, fishing and the cruise ship industry. This CSO may result in the award of prototype projects, which include not only commercially-available technologies fueled by commercial or strategic investment, but also concept demonstrations, pilots, and agile development activities that can incrementally improve commercial technologies, existing government-owned capabilities, or concepts. The Government reserves the right to award a FAR Part 12 contract, FAR Part 13 purchase order and/or Other Transaction (OT) (OTs are not FAR based contracts and do not follow the FAR) for any purpose, to include prototyping, production, and deployment resulting from this CSO. This announcement is not part of a broader CSO umbrella action and is limited to the problem statement identified in the requirement document referenced herein.
