Notice of Intent to Sole Source HT941025N0044 THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE SUPPLY CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division � West (HCD-W), intends to award a one-time, firm fixed price contract to procure replacement for Fire Works Server for use in the Facilities Department at Naval Hospital Bremerton (NHB) in accordance with the Federal Acquisition Regulation (FAR) 13.501(a) Sole Source/Brand Name acquisitions and FAR 13.1061(b)(1)(i), only one source being available to meet the Government�s needs, to: Performance Systems Integration, LLC 7324 SW Durham Road Portland, OR 97224-7307 The North American Industry Classification System (NAICS) code for this requirement is 541512 � Computer Systems Design Services; the business size standard is $34 million. The Product Service Code (PSC) is 7B22 - IT and Telecom - Compute: Servers (hardware and Perpetual License Software). The objective of this sole source award is to procure replacement for FireWorks Server used in Naval Hospital Bremerton. The current fire alarm system in NHB is no longer functional. Currently, the 7-story hospital and attached 3-story clinics� fire protection monitoring system has critically failed: resulting in daily false troubles on the fire alarm panel. Failure to replace the current system may continue to place the Bremerton medical treatment facilities in a potential life safety risk. The compatibility of this software with the current alarm system is specialized and specific to the system. There are two authorized distributors of the FireWorks Server software, Performance Systems Integration, LLC and Convergint Technologies, LLC. Several attempts were made to obtain quote from Convergint to no avail. Confirmed via phone call from Convergint that they are not accepting government contracts at this time. Paul Langford of Performance Systems Integration, LLC (UEID: C85UJN7EXRM8; CAGE Code: 5FSY3) provided the only quote for this action; therefore, is the only vendor able to meet the requirement to replace the FireWorks Server at NH Bremerton. The proposed acquisition strategy is to justify as an Other Than Full and Open procurement on a sole source basis to Performance System Integration, LLC. Delivery date: 31 August 2025 Performance Systems Integration, LLC is the only source that can meet the Government�s minimum requirements to provide the requested equipment and software mentioned above at NHB. This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required software for NHB. Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
