SOURCES SOUGHT Modular Articulated Mattress Lifting Frame INTRODUCTION: This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The Government is seeking qualified, experienced sources capable of constructing up to four (4) lifting frames used by USACE to lift and place stacks of articulated mattress for the regional channel improvement program. Design of the new lifting frames is complete and will be provided if a contract is advertised. Background: Annually, the United States Army Corps of Engineers (USACE) Mississippi Valley division casts Articulated Concrete Mattress at 3 government furnished locations along the Mississippi River. The ACM is used as revetment to maintain channel stability for the navigation, flood control, and environmental stewardship. Casting ACM is completed through a complex semi-automated process after which the stacks of mattress are loaded on flatbed trucks within exiting casting fields, transported to the river, and then loaded on barges and transported to various work sites on the Mississippi River. Figure 1: Overall Lifting Frame System Overview Requirements: The government is looking for capable contractors that can construct up to four new lifting frames that will be compatible with multiple existing cranes and will provide proper clearance for new barge design. USACE has recently completed a design for a Modular Articulated Mattress Lifting Frame which will be used for construction of these frames. Improvements over the existing lifting frames include: � Lifts stacks from bottom of stack in field instead of lifting from fabric wires, preventing additional deformation on the wires � enabling better integration of squares with Armor 1 � Designed landing pads on the frame to ensure minimal impact on square surface when it comes in contact for lifting Improvements over WALF: � Improved hydraulic system that has cylinders above pivot � reducing risk of actuator impact with square stacks � Addition of passive alignment features that assist operator with lifting operations General Improvements: � Modular design architecture to allow for quicker replacement and maintenance of parts in the field in comparison to field service welding of components � Components designed for infinite fatigue life Figure 2: Lifting Frame Hydraulics Overview Delivery would be to the following address and can be completed by truck or barge: 7609 Richardson Landing Rd Drummonds, TN 38023 Interested firms should submit a capabilities package to include the following: Firm�s name, address, point of contact, phone number and e-mail address. Firm�s capability to produce and deliver up to four lifting frames Rough time of delivery after contact is executed Rough order of magnitude price per frame Firm�s Business Size, SB, LB�..ETC Description of raw material sources ( identification of steel suppliers), amount of time needed The firm�s transportation plan (delivery by truck, barge, etc.) Any assumptions or constraints in the overall execution plan. A Rough Order of Magnitude (ROM) estimate for the completed order, with options of carbon steel vs. stainless steel including delivery. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests.
