Description
This is a request for information (RFI) for the purpose of conducting Market Research. Defense Logistics Agency (DLA) Troop Support intends to enter a �no-cost contract� with one (1) data tracking company. This contract will establish the awardee as having the right to receive source Government sales and market data from DLA Troop Support concerning its Subsistence Prime Vendor (SPV) contracts, National Allowance Pricing Agreement Program (NAPA) and Manufacturer Pricing Agreement Program data at no cost. The awardee will have exclusive rights to generate sales and market data reports from this source data that may be sold by the awardee to specific third parties for a fee (the third parties and fee for services provided to those parties will both be identified within the terms of the contract). In exchange, the awardee is obligated to provide DLA Troop Support with unlimited access to all sales and market data reports (including invoice history, trending information, and discount tracking) at no cost. The data tracked and reports provided by the awardee shall range from a high/program summary level down to individual sales per manufacturer. There are currently 114 active MPA manufacturers and 350 NAPA manufacturers in the combined programs. Along with 171 Prime Vendor (PV) contracts in both Continental United States (CONUS) and Outside Continental United States (OCONUS). The data in these reports is necessary to track, analyze, and audit the effectiveness of the various Subsistence Prime Vendor (SPV) pricing programs and provides a means for tracking and capturing sales, trends, rebates, and discounts due to the Government. The average number of EDI data transactions is estimated at 1,019 per day and 7,135 weekly files processed, translated and routed through military services logistics systems and Defense Logistics Agency (DLA). The reports and data provided by the awardee will also help to quantify DLA Troop Support Subsistence�s buying power for increased leverage with partnered manufacturers. SPVs who hold contracts with DLA Troop Support and manufacturers will partner with the one Information Technology (IT) firm that is awarded this no cost contract. The awardee will provide access to a secure website that will enable DLA Troop Support, the SPVs Contracting Officers, Contract Specialists, and the manufacturers (who have an account with the awardee) to access their own proprietary data. The manufacturers will ultimately and solely be responsible for paying for this service. Currently there are some 121 manufacturers who are enrolled in the service. Each partner � DLA Troop Support, Prime Vendors, manufacturers, and the awardee � will benefit from this contract by having access to their specific information, including sales, allowances, usage, market share, etc. in a secure web-based format. NOTE: The solicitation is not available currently. The Government will not pay for any information received in response to this RFI, nor will the Government compensate any respondent for any cost incurred in developing the information provided to the Government. This RFI does not constitute a commitment from the Government and any information provided in response to this market survey will be used for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. Please respond to the following: Provide a brief description of your company (name, address, type of business; business size, CAGE Code if applicable, country of origin). All organizations wanting to do business with the government must be registered in Sam.gov. Do you currently perform these services for one or more businesses? Can your firm manage the volume of data transactions described above? If so, please describe the nature of such contracts and the transactions involved. Please provide information on your company�s prices/fees. What measures does your firm have regarding Cyber Security and protection of its data? What are the potential concerns that you see that may impede/impact your ability to provide the necessary services to DLA Troop Support? Do you require a timeline in providing your services? If or when a solicitation is issued for the data tracking services, does your firm intend to participate in the bidding process?
