- Notice of Intent for Johnson Controls Metasys - HVAC Controls Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers intends to require, on a sole source basis, the purchase and installation of Johnson Controls Metasys - HVAC Control components for the construction of a Fire Station Headquarters and an Air Passenger Terminal at Hanscom Air Force Base in Lincoln, Massachusetts. The project consists of the construction of a new 3070 square meter (33,045 square foot) Fire Station Headquarters facility housing Hanscom�s Fire Station and an Air Passenger Terminal/Distinguished Visitor Lounge and Safety Offices building to house an air passenger terminal, distinguished visitor lounge, six safety offices and associated parking The existing base-wide Utilities Monitoring and Control System (UMCS) on Hanscom Air Force Base (HAFB) is a Johnson Controls Metasys system. All Air Force buildings on HAFB with a building control system or a utility control system are connected and integrated into the base-wide Johnson Controls Metasys system which is in Building 1810 on HAFB. The base-wide UMCS allows Hanscom personnel to remotely monitor, manage, access, and control HVAC, utilities, and other building systems for each building on HAFB connected to the base-wide system. The existing Johnson Controls Metasys system used on HAFB operates based on a proprietary control system and software. The Johnson Controls Network Automation Engine allows open protocol field devices to connect to the proprietary Metasys control system without overloading or crashing the system. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above and inherent with the referenced Johnson Controls Metasys - HVAC Controls. The Government is not obligated to and will not pay for any information received from potential sources because of this notice of intent. All responses received within 15 days of the posting of this notice of intent will be considered by the Government. A determination by the Government to require the brand name for the Johnson Controls Metasys - HVAC Controls is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to allow alternate system manufacturers.
