NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. INTRODUCTION MARKET SURVEY- Request for Information (RFI): The Naval Facilities Engineering Systems Command (NAVFAC) Engineering & Expeditionary Warfare Center (EXWC), Naval Base Ventura County, Port Hueneme, CA issues this Sources Sought Notice as a means of conducting market research to identify interested parties for this requirement. This Sources Sought Notice focuses on identifying capabilities in the market place and resources to support this requirement, as well as obtaining related technical information for the procurement of the products and services listed below. Large and small businesses are requested to respond to this RFI. As part of its market research, the Expeditionary Systems Engineering, Research & Development Branch (EX521) of the NAVFAC EXWC is issuing this Sources Sought Notice to determine if there exists an adequate number of qualified interested contractors capable of providing solutions to meet the requirement. The Government may use the responses to this Sources Sought Notice for information and planning purposes. PROGRAM BACKGROUND NAVFAC EXWC Naval Construction Group (NCG) ONE prepares Pacific Fleet Naval Construction Force (NCF) units to conduct expeditionary and deliberate construction in support of Combatant Commanders and warfighter requirements, to include Expeditionary Port Damage Repair and Opening (ExPDRO). In August of 2024, NCG ONE established an experimental unit tasked with the rapid (NLT June 2025) development and validation of Tactics, Techniques, and Procedures (TTPs) to advance the Navy Expeditionary Combat Forces (NECF) ExPDRO capabilities. REQUIRED CAPABILITIES NAVFAC EXWC requires a Marine Facilities engineer/ subject matter expert to enable further development and validation of a Navy owned simplified analysis tool necessary for the inspection, assessment, and repair of port structures in a communications denied environment. This position encompasses all functions, tasks and responsibilities normally performed by a Board Certified Port Civil Engineer and should include extensive experience with waterfront facility inspection, analysis, design, and repair. This individual will provide on call technical support and consultation services during table top exercises, field exercise events, and to enable development of a simplified engineering analysis tool (smart-book) that will be utilized by Naval Construction Force personnel to make informed engineering decisions in support of just in time fleet requirements in communication degraded environments where reach-back capability is unavailable. SUBMISSION DETAILS The Government requests that interested parties respond to this notice in writing including details of your company�s ability to deliver a suitably qualified Marine Facilities engineer/ subject matter expert. Interested businesses should submit a brief capabilities statement package that shall address, at a minimum, the following items: Company Name and Address Cage Code DUNs Number Company business size by NAICS code Small Business Type(s), if applicable Point of Contact for questions and/or clarifications Telephone Number and email address Web Page URL (if applicable) Teaming Partners (if applicable) Information regarding the viability to receive and process classified information with appropriate contact information Provide any recommendations and/or concerns. Submission Instructions: All responses to this Sources Sought Notice shall be electronically submitted to Crystal S. Brooks and Anna Maria Sandry in either Microsoft Word or Portable Document Format (PDF) with the subject heading: NCG ONE Port Assessment Tool via e-mail at crystal.s.brooks2.civ@us.navy.mil and annamaria.l.sandry.civ@us.navy.mil, by COB 5 P.M 27 February 2025. The information in this notice is current as of the publication date but is subject to change and is not binding to the Government. Oral submissions of information are not acceptable. Interested businesses are requested to submit a capabilities statement of no more than five (5) pages in length in Times New Roman font of not less than 12 pitch. Telephone inquiries will not be accepted or acknowledged. Please be advised that all submissions become Government property and will not be returned. Following the date of response submission, the Government may contact respondents to seek clarification of submitted information. The Government WILL NOT PAY for any information received in response to the Sources Sought Notice nor will the Government compensate respondents for any cost incurred in developing information for, participating in meetings with, or engaging in discussions with the Government. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Additionally, any cost incurred by interested companies in response to this announcement are NOT considered allowable direct charges to other contracts or tasking. Proprietary and Limited Distribution: Proprietary information and trade secrets, if any, must be clearly marked on all materials. It is incumbent upon parties providing responses to this Sources Sought Notice to identify all data contained within that is proprietary or has limited distribution requirements. All information marked as proprietary information marked as proprietary information will be safeguarded to prevent disclosures to non-governmental personnel and entities. There is no solicitation at the current time and NO FUNDING IS AVAILABLE for contractual efforts. This Sources Sought Notice does not constitute an Invitation for Bid (IFB), Request for Quote (RFQ), or Request for Proposal and should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately to award a contract. Do not submit pricing information in response to this Sources Sought Notice. Responses to this Sources Sought Notice should not exceed 5 pages in length.
