Description
The following is a Sources Sought/Request for Information notice. This posted notice is not a Pre- Solicitation or Solicitation document. The government is not currently soliciting bids, quotes or proposals at this time; however, reserves the right to do so at a later date. The Wilkes-Barre VAMC in Wilkes-Barre, PA 18711 is seeking potential sources for the following services for Chiller Rental. ALL WORK TO BE COMPLETED AT THE FOLLOWING LOCATION: Wilkes-Barre VAMC 1111 East End Blvd Wilkes-Barre, PA 18711 ALL INTERESTED PARTIES MUST ALSO HAVE AN ACTIVE REGISTRATION IN THE SYSTEM FOR AWARD MANAGEMENT (SAM) DATABASE. Please submit all responses to this notice via e-mail to: Jennifer Beiswenger Contract Specialist Jennifer.Beiswenger@va.gov Responses to this Sources Sought Notice are required by no later than Wednesday, February 26, 2025, at 12:00 pm EST. Introduction 1.0 The Wilkes Barre VAMC is a mission critical facility and is located at 1111 East End Boulevard, Wilkes Barre PA. This facility has a requirement for supplementing the existing main chiller system during the upcoming cooling season. This will be accomplished by connecting air-cooled stand-alone chillers to the existing taps. The requirement will be for a period of seven (7) months beginning, April 1, 2024, and ending October 31, 2024. Scope 2.0 2.1 This requirement is for supplying two (2) 500-ton air cooled chillers to support the main chiller plant and one (1) 250-ton air-cooled chiller that will support the North building at this facility. The chillers at the main plant will need to be supported electrically by a standby generator. The chiller for the North building will need to be electrically connected to the twist lock electrical panel that is connected to this facility s 1200 AMP electrical utility. Equipment Requirements 3.0 3.1 The air-cooled chillers for the main plant shall have a capacity of 500 tons each. 3.2 The air-cooled chiller for the North building shall have a capacity of 250 tons. 3.3 Each chiller shall be programable and automated to maintain a chilled water setpoint. 3.4 Each chiller shall have an onboard pumping system. 3.3 Each chiller and generator shall be trailer mounted. 3.4 Diesel powered generator with manual start capable of providing power to run two 500-ton air-cooled chiller. Contractor Requirements 4.0 4.1 Contractor shall include delivery and pick-up of equipment. 4.2 The contractor is responsible for setting the equipment in the areas designated by the Wilkes Barre VAMC. 4.3 The contractor is responsible for supplying the interconnecting chilled water lines between the equipment and the existing system taps. Note: The existing system taps are six inch (6 ) grooved type connections and are within two hundred fifty feet (250 ) of equipment location site. 4.4 The contractor shall install and fill all interconnecting chilled water lines. 4.5 The contractor shall supply and terminate interconnecting electrical cabling between the generator and the two 500-ton chillers. 4.6 The contractor shall supply and terminate interconnecting electrical cabling between the building 1200 AMP utility (Twist lock connections) and the 250-ton chiller. 4.7 The contractor shall provide start-up and operational training to the VAMC maintenance personnel. 4.8 The contractor shall assume 24/7 equipment runtime. 4.9 The contractor shall provide required periodic maintenance on all equipment. 4.10 The contractor shall provide 24/7 emergency service on the equipment provided. 5.0 Deliverables 5.1 The contractor shall place all equipment onsite to minimize interconnecting piping and cabling length requirements. 5.2 All equipment and deliveries and pickups must be scheduled with the Maintenance and Operations Supervisor two weeks in advance. 5.3 All equipment deliveries and pickups must be conducted before 7:00AM. 5.4 All work shall be performed Monday through Friday during Operation Hours Only (6:00 AM- 5:00 PM). No work shall be conducted on Federal Holidays and/or Weekends.
