- Description
- The Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations and subsequently award a Cost Reimbursable order under existing Basic Ordering Agreement (BOA) N0001921G0014 to General Atomics (GA), San Diego, CA. This order is for the procurement of Engineering Change Proposal (ECP), ECP-I- Electromagnetic Aircraft Launching System (EMALS)-0066 Block Switch Controller (BSC) Complex Programmable Logic Device (CPLD) Hardware Obsolescence and Firmware Upgrade, in support of Ford Class Carriers to resolve hardware reliability and processing capacity issues within the currently installed EMALS BSC Printed Circuit Board Assembly (PCBA). This will consist of non-recurring engineering (including analysis, design, prototyping and integration testing) of an upgraded PCBA needed to replace an existing CPLD and development and delivery of the design�s technical data package and supporting lifecycle logistics documentation. The anticipated contract award date is September 2025, with performance through Fiscal Year 2028, inclusive of options. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S. Code 3204(a)(1), as implemented Federal Acquisition Regulation (FAR) 6.302-1, �Only one responsible source and no other supplies or services will satisfy agency requirements�. As the sole designer, developer and manufacturer of EMALS, GA is the only responsible source with the access, unique knowledge, experience, special skills, facilities, manufacturing techniques, and technical data required to fulfill the EMALS non-recurring engineering and testing requirements and award to another source would result in duplication of costs and unacceptable delays in fulfilling the agency�s requirements. Further, NAVAIR does not have an adequate technical data package nor sufficient license rights to the technical data to support a competitive procurement.
