COMBINED SYNOPSIS/SOLICITATION Trash Disposal Services � U.S. Customs and Border Protection (CBP) � San Diego Sector Solicitation Number: 70B03C25Q00000117 (PR 20147595) 1. General Information This is a combined synopsis/solicitation for commercial services prepared in accordance with FAR Subpart 12.6 and FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation will not be issued. 2. Solicitation Number Solicitation Number 70B03C25Q00000117 (PR 20147595) is issued as a Request for Quote (RFQ). This solicitation and incorporated provisions and clauses are in effect through Federal Acquisition Circular (FAC) 2024-08. 3. Set-Aside This procurement is a Total Small Business Set-Aside under NAICS Code 562111 � Solid Waste Collection. Only qualified small business sources are eligible to submit offers for consideration. 4. Objective The U.S. Customs and Border Protection (CBP), Office of Border Patrol � San Diego Sector requires professional trash disposal services to support daily operations at the El Cajon Border Patrol Station (ECJ) and Special Operations Detachment (SOD). Required services include: � Scheduled waste collection and disposal at designated CBP locations. � Recycling services where applicable. � Sanitation and cleanliness maintenance of provided containers. � Compliance with federal, state, and local waste disposal regulations. All services must comply with EPA regulations and align with industry best practices for waste management and environmental responsibility. 5. Place of Performance The contractor must provide services at the following CBP facilities: El Cajon Border Patrol Station (ECJ) 225 Kenny St El Cajon, CA 92020 Special Operations Detachment (SOD) 1919 Friendship Dr El Cajon, CA 92020 The selected contractor must comply with all Statement of Work (SOW) requirements and CBP operational guidelines. 6. Type of Contract The Government intends to award a Base + 4 contract. The contractor shall provide services in accordance with the Statement of Work (SOW) on a firm-fixed-price (FFP) per-location basis. 7. Proposal Submission Interested offerors must submit a complete proposal package that includes: Company Information � Legal Business Name � Business Address � Point of Contact (POC) Name, Title, Phone Number, and Email � SAM Unique Entity Identifier (UEI) (active registration required) 8. Technical Capability Statement Demonstrating compliance with SOW requirements, including: � Waste Collection & Disposal Plan � Pickup schedule, disposal process, and recycling services. � Compliance Certifications � Proof of adherence to EPA, state, and local waste disposal regulations. � Equipment & Fleet Details � Description of waste collection vehicles, dumpsters, and sanitation measures. � Safety & Environmental Standards � OSHA compliance, waste handling protocols, and emergency response measures. 9. Pricing Proposal � Firm-fixed price per service location for the 5-year period. � Pricing must reflect scheduled pickups and include any additional fees for overflow or special waste handling. 10. Required Certifications & Compliance � Employee Training & Safety Compliance � OSHA & environmental safety training records. � Permit & Licensing Compliance � Active waste hauling permits for San Diego County. 11. Evaluation Criteria Proposals will be evaluated using the Lowest Price Technically Acceptable (LPTA) method based on: Technical Acceptability � Demonstrated ability to meet or exceed SOW requirements. � Compliance with security, waste handling, and EPA regulations. Price Reasonableness � Pricing will be evaluated for fairness, accuracy, and reasonableness. Responsibility Determination � Offerors must be determined responsible per FAR Part 9.104. Award will be made to the Lowest Price Technically Acceptable (LPTA) offeror. 13. Compliance and Certifications Offerors must comply with the following: � Active Registration in SAM: Offerors must be registered and active in SAM.gov. � Electronic Invoice Submission: All invoices must be submitted through the Invoice Processing Platform (IPP). � Service Contract Act (SCA) Compliance: Offerors must adhere to Wage Determinations for San Diego County, CA, ensuring compliance with federal labor laws.
