Sources Sought Notice Page 5 of 8 Sources Sought Notice Page 1 of 5 DESCRIPTION Page 8 of 8 Multiple Award Task Order Contract (MATOC) Equal Employment Opportunity (EEO) Investigation IDIQ Base-Plus-Four Option Periods (B+4) Sources Sought The U.S. Department of Veteran Affairs (VA) is seeking information and sources capable of providing the services described below. The purpose of this notice is to gather capabilities and market information pertinent for acquisition planning. The responses to this Sources Sought will contribute to determining the method of procurement and identify parties having an interest in and the resources to support this requirement. There is no solicitation at this time. This Sources Sought does not constitute a request for quotes or proposals. Submission of any information in response to this Sources Sought is purely voluntary. The Government assumes no financial responsibility for any costs incurred. Respondents are advised, the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. No proprietary, classified, confidential, or sensitive information should be included in your response to this notice. Description of requirement: The Department of Veterans Affairs (VA) Office of Resolution Management (ORM) has a need for support personnel to provide assistance in ensuring that discrimination complaints are processed fairly, promptly, thoroughly, and in strict compliance with the Equal Employment Opportunity Commission (EEOC) regulations and in accordance with Public Law 105-114 (PL105-114) and Title 29 CFR Part 1614. Scope of Work: The Government requires contractor support personnel who shall provide support services to assist the VA ORM to fulfill its mission of ensuring that discrimination complaints are processed fairly, promptly, thoroughly, and in strict compliance with the EEOC regulations. The contractor shall identify a project manager for each award to ensure that contractor personnel are properly supervised. The project manager is required be a fully trained EEO Investigator with current credentials as outlined in EEOC Management Directive (MD) 110. The program manager must possess computer equipment that allows the sending and receiving of encrypted emails and use BOX.com for transferring investigative files. The Government personnel will provide access to secured system to transmit files to vendor and investigators. The Contractor support services shall be conducted in accordance with the PL 105-114, 29 CFR 1614, 29 C.F.R. Part 1614; EEO Management Directive (MD)-110, Federal Acquisition Regulations (FAR), Veterans Affairs Acquisition Regulations (VAAR) and all other Federal acquisition policies or directives. Place of Performance: The place of performance will be specified within each Order. The Government anticipates the services to be provided will be primarily performed at the contractor s site. In the instance where the contractor is required to work at the Government site, work shall not take place on Federal holidays unless directed by the COR. Submission Instructions: If your organization is capable of performing these services, please respond to this Sources Sought as follows: Cover Sheet - one page Organization name, address, SAM Unique Entity Identifier (UEI) number and website. Primary point of contact to include e-mail address and phone number. Company s size status as listed in SAM under NAICS 561611 - Investigation and Personal Background Check Services. If listed as Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) in SAM, state if your company is certified in SBA s VetCert database. If these services are available on your company s GSA contract, provide GSA contract number, schedule and category. Capabilities Statement and Market Information - no more than five pages Please respond to the following questions by providing a capabilities statement and market information: Please describe your experience working with Government agencies. Specifically, what processes do you have in place to submit a timely and quality quote? If you are a Small Business (SB), can you provide the required services and meet Subcontracting Limitations found at FAR 52.219-14? Please explain. Would you be interested in proposing on a solicitation for this work? Would you suggest any other NAICS for these services? Please provide any other feedback or suggestions that you deem appropriate.
