- THIS IS A NOTICE OF INTENT TO AWARD SOLE SOURCE AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This synopsis is hereby issued in accordance with FAR Part 52.217-8 Option to Extend Services, to announce the Government�s intent to extend the current W900KK-25-C-0004 Bridge Contract for the Army National Guard (ARNG) Mission Command Training Support Program (MCTSP) Mission Training Complex Capabilities Support (MTCCS) I effort. This is a notice of intent to award a sole source contract under statutory authority 10 U.S.C. 2304(c)(1) set forth in Federal Acquisition Regulation (FAR) 6.302-1 and Defense Federal Acquisition Regulation Supplement Procedures, Guidance, and Information 206-302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Army Contracting Command-Orlando (ACC-ORL) and the Army National Guard have recently identified a need to extend the current effort with Valiant (CAGE 7S8Ql) to continue performance of ARNG MCTSP requirements whilst the National Guard is undergoing changes to its training doctrine NGR 350-1, which provides guidance related to training administration, planning, execution, and evaluation. This would call for alterations to the original performance work statement written for the effort anticipated under Mission Training Complex Capabilities Support (MTCCS) II, W900KK-25-R-ARNG. The current ARNG MCTSP Bridge Contract expires 21 APR 25. The six (6) month extension will be from 22 APR 2025 - 21 OCT 2025, ensuring continuation of mission command (MC) training at the ARNG MCTSP Mission Training Complexes (MTCs). Services performed under this sole source contract extension will include the continuation of non-personal services to support the six (6) MTCs located at Camp Atterbury, Indiana, Fort Chaffee, Arkansas, Fort Dodge, Iowa, Fort Indiantown Gap, Pennsylvania, and Fort Leavenworth, Kansas. No other contractor is in the position to assemble a large team of administrative, program management and subject matter experts (SMEs) who specialize in providing individual through collective Mission Command (MC) training, by the expiration of the current ARNG MCTSP Bridge performance period (21 APR 25). Foregoing an extension would result in a break in service. Extension of this Bridge Contract will ensure ample time for the National Guard to finalize formal training documentation changes and amend affected requirement(s), of which includes MCTSP, and then to allow time for the process to award the following effort under MTCCS II. This is NOT a request for competitive quotes. The Government intends to negotiate solely under statutory authority 10 U.S.C. 2304(c}(l) set forth in Federal Acquisition Regulation (FAR) 6.302-1. Any interested firms must identity their interest and capability to respond to the requirement no later than 15 days after this notice posts. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Please respond by 21 FEB 2025 at 1400 hours Eastern Standard Time (EST). Your response must include your stated technical knowledge of and experience with mission command (MC) training and information to demonstrate the Contractor's ability to complete Phase-In activities and commence full performance by the end of the current ARNG MCTSP Bridge Contract (21 APR 2025).
