RFQ due date is extended to Feb 17, 2025/at 4PM/PST. All other provisions of the solicitation remain unchanged. CONTINUATION PAGE RFI # Question/Answer 1 Paragraph 3.9.6 Bullet2 notes that Offerors shall request a PPQ completed by previous owners and submitted directly to Contracting Officer.� � If the offeror already has a completed PPQ or CPARS evaluation, is it acceptable to submit these as an addendum to this RFQ submission in lieu of burdening past owners who have already evaluated the project with the need to re-evaluate and submit?� In recent years this approach has generally been accepted by other federal contracting agents. Answer: All previously completed PPQ and CPARS evaluations will be considered and will not count against page limitation. 2 On page 19 of 77 of the RFQ, under the description for Factor I Technical Approach, it requests that 3 to 5 Design-Build projects within the past 7 years be presented. However, Factor II, Sub-Factor A.i, requests this information. Please confirm that the respondents are to use Factor II, Sub-Factor A.i as the guide for submitting Design-Build project experience by the various members of the Design-Build Team. Answer: The requested information applies to both factors I and II in the RFQ submission. The offeror should submit a minimum of three (3) and a maximum of five (5) completed or ongoing construction projects within the last seven (7) years to demonstrate technical approach and technical qualifications to include specialized experience and technical competence. 3 On section 3.9.4 bullet point number two on page 20 of 77. Please advise what copies of degrees are needed if we are not submitting key personnel resumes in Phase I. This requirement seems appropriate for Phase II. Answer: The offeror shall describe the company's general job-related specialized experienced and competence to include any awards received. Phase II can focus on key personnel qualifications such as degrees, certificates and credentials. 4 On section IV. Safety Record. The website provided does not produce a report. Please advise. Answer: The site is operational and may need a secure access. The VA can acquire an OSHA report for each offeror prior to evaluation. Your Experience Modification Rate (EMR) can be found in your Workers' Compensation rating pages. If you have been in business for less than 3 years or if you are a smaller company, you will not have an EMR. 5 On the bottom of page 19 of 77. Will projects under and over the $20M - $50M range be considered acceptable? Answer: Projects that are under $20M or greater than $50M could be considered if similar in scope but it is company's business decision to include such projects. 6 On section 3.9.3 bullet point number one on page 20 of 77. It is very difficult to get major subcontractors involved and committed during a Phase I proposal. Please consider moving this requirement to Phase II. Answer: Provide information of subcontractors and project organization charts of ongoing and previously completed projects. 7 On section 3.9.5 bullet point number one on page 20 of 77. It is very difficult to get major subcontractors involved and committed during a Phase I proposal. Please consider moving this requirement to Phase II. Answer: Provide information of subcontractors and project organization charts of ongoing and previously completed projects. 8 Will a table of contents be excluded from the page limitation (similar to cover and index pages)? Answer: Table of Content will be excluded from page limitation provided that it contains no other information. 9 In what part of the Phase I proposal are the SF1442 and potential amendments to be provided to show our acknowledgement? Answer: Provide front and back copies of SF 1442 as part of your package. They will not count on your page limitation. Acknowledge amendments in Box 19 with completion of Box 20a, 20b and 20c. 10 Is there a preferred or required file naming scheme for the electronic submission? Answer: Files should be labeled with RFQ number, company name, and business type. Title/subject email should read ""36C10F24R0075 RFQ Submission - Replace Seismically Deficient Animal Research Buildings 47 and 103.""
