The purpose of the Amendment is to provide questions, answers, and clarifications received by the Contracting Office regarding the Solicitation. Please review the provided information below. The closing date and time of the Solicitation remains unchanged at 08-15-2024 at 10:00 AM Central Time. Offerors must acknowledge this Amendment with their Quote in accordance with Block 11 above, prior to the closing date and time of the Solicitation. Angie Mabley VA-VHA-2020-277A3B9E Solicitation 36C26324Q0982 Amendment 0001 - Questions, Answers, and Clarifications Page 3 of 3 **NOTE: No questions were received by the Contracting office prior to date and time of the closing for questions. However, the Fort Meade VAMC Engineering Department and the Contracting Office would like to clarify a particular item in the Statement of Work (SOW) that accompanied the Request for Quotes (See D.1 RFQ Attachment SOW FINAL). Clarification #1: See D.1 RFQ Attachment SOW FINAL. Specifically, see Paragraph 3.3. Original Wording: 3.3. Temporary Office and Mechanical Room Barrier Walls. At this time, offerors are directed to include the construction of temporary Mechanical Room and Office Barrier Walls (wood or steel frame) as depicted in the Drawings and Photos Attachment. These will be constructed to wall off door entrances to the Mechanical Room and offices as depicted on the drawing. It is possible that this requirement may be de-scoped if alternate office space can be secured for employees who work in these offices. This will be clarified on or around 8/8/2024 after Contractor Questions are due and answered by VA in an Amendment to the Solicitation. See Section 4.1 Working Days/Hours below for how the Temporary Office and Mechanical Room Barrier Walls will affect work hours if they stay in the scope of the project. How Changed or Clarified: BARRIER WALLS (MECHANICAL ROOM & OFFICES) ARE NO LONGER REQUIRED FOR THIS PROJECT. Contractors should adjust their price quotes/offers accordingly. It was stated in the original SOW that barrier walls for the Mechanical Room and offices could be de-scoped from the SOW at a later date and that is now the case. Clarification #2: See D.1 RFQ Attachment SOW FINAL. Specifically, see Paragraph 4.1; including the first and second bullets. Original Wording: 4.1. Working Days/Hours. No work shall be done on Federal Holidays or on other days of non-work for federal employees as may be designated by the President. Additionally: Asbestos abatement work involving actual removal and cleanup activities may be conducted during normal VA working hours (e.g., 8:00 AM MT to 4:30 PM MT or days ) PROVIDED that either: 1) the temporary Mechanical Room and office barrier walls have been constructed and approved by the COR; or 2) that the employees who work in Building #88 are relocated during the project and the walls are determined to not be needed; and, if the temporary Mechanical Room and office barrier walls are ultimately required, then asbestos abatement work involving actual removal and cleanup activities, between the barrier walls and the room doors, must take place outside of normal VA working hours (e.g., after 4:30 PM MT to before 8:00 AM MT or overnight ); and, any type of project work can be completed on weekends, if coordinated in advance, with the Contracting Officer Representative (COR); and, in general, all work must be done in a manner that minimizes disruption to staff and patients anywhere on campus. How Changed or Clarified: Note: With the de-scoping of all barrier walls (Mechanical Room and offices) from the original SOW, a portion of the first bullet, and all of the second bullet, under paragraph 4.1 are now irrelevant. Contractors should consider adjusting their price quotes/offers accordingly. Changes: 4.1. Working Days/Hours.
