- The U.S. Army Corps of Engineers Chicago District, Chicago, IL is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for the beneficial use of approximately 25,000 cubic yards (CY) of silty sediment on an approximately biennial basis (once every two years) for a duration of up to 20 years. Based on the analysis performed by the Chicago District, the material dredged from the Calumet Harbor is suitable to be used beneficially in an upland setting in Illinois. Parties interested in beneficially using the dredged material in Illinois, or Indiana are welcome to respond to this Sources Sought. The intent of this sources is sought is not to acquire services but to look for the entire range of parties that could voluntarily take and beneficial use the material at no cost to the government. Potential parties would take any amount of material, but potentially the material from an entire dredging event (up to 25,000 CY). This includes: Parties that would be capable of hauling material (dried sediment) from the drying pad at the existing Chicago Area Waterway System (CAWS) Dredged Material Disposal Facility (DMDF). Parties capable of taking the material (wet sediment) that the Chicago District would potentially off-load directly onto their site. These parties would need to provide a description of their water handling methods to ensure compliance with environmental regulations. Firms that respond to this Sources Sought will be placed on an interested vendors list for future correspondence. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. LOCATION The dried sediment would be available at the existing CAWS DMDF. The closest address is 9455 S Kreiter Avenue, Chicago IL 60617. The specific location may change in the future. NOT RESPONDING TO THIS NOTICE DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE REQUEST FOR QUOTE (RFQ) OR INVITATION FOR BID (IFB) OR RFP, IF ANY ISSUED. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE). IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMMATION PERTAINING TO THIS REQUIREMENT.� PROGRAM BACKGROUND The Calumet Harbor is a federally maintained navigation channel. Sediment within the harbor is considered clean and suitable for unconfined upland use (See Attachment 1 � 2011 Sediment Sampling and Analysis Report, Attachment 2 � 2019 Analysis of Calumet Harbor Dredged Material for Beneficial Use, and Attachment 3 � Human Health Risk-Based Screening for Upland Beneficial Use Determination). Provided documentation is for sediment previously dredged from the Harbor. Future dredged sediment would also be tested. The government is seeking parties to voluntarily take and beneficially use any amount of material, but they could potentially use up to 25,000 CY of sediment on a biennial basis for multiple years. The exact volume of sediment available and the timing of the availability will depend on the federal navigational maintenance schedule for the harbor, which is not known more than a year in advance. The government plans to dredge as funded and required, and to stockpile the clean sediment on a drying pad at the CAWS DMDF. Once the sediment has dried, it will be available for beneficial uses such as for use as general fill, for the manufacture of topsoil or other earth products, or for other suitable uses consistent with Illinois clean soil and/or brownfield regulations. The government will provide the sediment and access to the drying pad. All future sediment handling conducted by any interested party must be coordinated with the government, such that the drying pad is cleared to receive sediment during an annual dredging event. Dredged material will be available as long as dredging at Calumet Harbor occurs, and sediment is not needed by USACE for internal projects. REQUIRED CAPABILITIES If your organization has the potential capacity to perform these contract services, please provide the following information: Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; Property address, property owner and parcel number of the site where the sediment will be stored / stockpiled. Property address and property owner of the site where the sediment will be beneficially used. Estimated quantity of sediment that would be taken from the site. Specify the quantity of material that would be taken on a periodic basis, such as annually or semi-annually, or the quantity, rate, and timing of any expected material use. The means and methods to place or use the material in a beneficial manner. This includes the organization�s capabilities to load trucks and haul the sediment from the drying pad. Alternately, the organization�s capabilities to take wet sediment off-loaded from barges and handle the water in accordance with applicable environmental regulations. ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT) Interested parties are requested to submit a capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 10 pitch. The deadline for response to this request is no later than 2 pm, CT, 3 June 2024. All responses under this Sources Sought Notice must be e-mailed to ron.papa@usace.army.mil and sara.t.king@usace.army.mil. This documentation must address at a minimum the following items: 1.) How much sediment does your organization anticipate taking (see required capabilities above)? 2.) How and where will the sediment be used in a beneficial manner? 3.) If applicable, does your organization have an alternative site or dockface that could be used to receive the wet sediment directly during dredging? The site location, facilities and proposed off-loading operation must be described, including the capacity of sediment that could be received, water handling, and off-loading method. Any amount of material could potentially be used, but, if your organization estimates that it would take an entire dredging event, the annual average event is 25,000 CY. The receipt site would need to be capable of handling the water entrained with the sediment, and it would need to be accessible for off loading the wet sediment directly from the barges. It is preferrable if the site or dockface is adjacent to the federal channel and located within 2 miles of the CAWS DMDF. The estimated shrinkage factor is about 0.68. That is, 100 CY of dredged material would shrink to about 68 CY following a construction season of drying. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to �ron.papa@usace.army.mil and sara.t.king@usace.army.mil in either Microsoft Word or Portable Document Format (PDF). All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. No phone calls will be accepted. All questions must be submitted to the person identified above.
