- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the U.S. Naval Research Laboratory is not at this time seeking proposals and will not accept unsolicited proposals. Contractors are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party�s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on https.//sam.gov. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. OBJECTIVE: The Naval Center for Space Technology (NCST), located at the U.S. Naval Research Laboratory (NRL) in Washington, D.C., is searching for potential qualified and interested sources capable of performing the requirements set forth in the attached Statement of Work (SOW) entitled �Spacecraft Engineering, Software, Research and Development Services�. These sources will support the Spacecraft Engineering Division, Code 8200. NCST develops spacecraft for DoD, NASA, and numerous other Government agency customers. These efforts have resulted in successful satellite operations in low, medium, highly elliptical, and geosynchronous orbits. The ability of the center to rapidly produce effective and reliable spacecraft and components is directly related to the experience of the engineering team and the ability to apply and modify development techniques, software procedures, processors, and other hardware components to accomplish new requirements. A vast collection of reusable and application specific software components, test procedures, operating system modifications, and other software has been collected and organized. This collection requires continued new development, enhancement, maintenance, test, and configuration management as required by new programs. The intent of this RFI is to gauge industry interest, capabilities, and relevant experience to support NRL personnel in performing the requirements stated in the attached SOW. TYPE OF CONTRACT AND PERIOD OF PERFORMANCE (POP): NRL anticipates this level of effort will be performed on a Cost-Plus-Fixed-Fee basis, consisting of a one 12-month base period and four 12-month option periods. RESOURCES: To aid industry in evaluating their ability to perform the requirement, the following �DRAFT� documents are attached: Attachment 1 - Statement of Work Attachment 2 - Personnel Qualifications Attachment 3 - Level of Effort Attachment 4 - Contract Data Requirements List IMPORTANT DATES: RFI submissions are due no later than Friday, 31 May 2024 at 5:00PM EST. ASSUMPTIONS: Please provide a list of assumptions, if any, which were considered in formulating the response. Submission of Information Responses shall be emailed to helena.k.hudson2.civ@us.navy.mil. Please include �NRL N00173-24-RFI-HH02� in the subject line of your email response. CONTRACTOR RESPONSE FORMAT: NRL is requesting all interested parties, at a minimum, provide the required information: a) Name of Company and Point of Contact b) Telephone Number, business address, and e-mail address of Point of Contact c) Business Size and number of employees d) DUNS and CAGE code numbers e) Applicable PSC and NAICS codes f) Capabilities statement and company and personnel relevant experience in the task areas listed in the SOW and Personnel Qualifications g) Please specify if subcontracting possibilities exist, and if not, please explain why PAST PERFORMANCE INFORMATION: Please provide in the response a list of Navy, DoD, and Federal contracts and orders supported during the past 36 months with a brief description of the supply or service provided per each contract or order. Only list contracts or orders for services similar to that required under the attached SOW. SUBMISSION OF INFORMATION: All information and data received in response to this RFI, if marked or designated as corporate or proprietary information, will be protected and handled as such. Interested parties are responsible for adequately marking proprietary or competition-sensitive information contained in their response. Responses must be Microsoft Word for Office compatible format are due no later than Friday, 31 May 2024 at 5:00PM EST. Responses shall be submitted via e-mail only to Helena Hudson at helena.k.hudson2.civ@us.navy.mil. Any response received after this date will also be considered, but may not be included in initial reporting or assessments. Oral communications are not acceptable in response to this notice. Proprietary information, if any, MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned.� Information received in response to this RFI shall be safeguarded adequately from unauthorized disclosure in accordance with FAR 15.207. Please include the title �RFI N00173-24-HH02� in the subject line of any e-mailed response. QUESTIONS: Questions regarding this announcement shall be submitted in writing by e-mail to the Contract Specialist and Contracting Officer, email address. Verbal questions will NOT be accepted.� Questions will be answered by posting answers to the Seaport-e website; accordingly, questions shall NOT contain proprietary or classified information.
