- GENERAL: The National Park Service (NPS), Department of Interior, anticipates issuing a solicitation for the project described below. This is a pre-solicitation notice only and does not constitute a solicitation; accordingly, no response is due at this time. Specific instructions on submitting proposals will be contained in the solicitation documents. It is anticipated that the solicitation will be issued on or around -07/01/2023. The entire solicitation package, including all attachments, will be available electronically at www.sam.gov Paper copies of this solicitation will not be made available. PROJECT SCOPE: The National Park Service (NPS) Cape Hatteras National Seashore (CAHA) is seeking qualified firms or organizations for repair and painting of the exterior of the Double Keepers Quarters (DKQ). The DKQ is located at 46379 Lighthouse Road in Buxton, NC 27920 it was constructed circa 1850 and consists of a brick piling foundation with wooden frame, tongue and groove wood floor and ceilings, lapped board siding with windows on first and second floors, covered wooden porch on front side or building and small covered porch outside of rear exit door. The structure is listed on the national register of historic places and is part of the Cape Hatteras Light Station. The exterior windows include wood trim and sill. The windows include a storm window added to the outside. There are two additions that were built onto the structure since original construction. The floor joists on one of the DKQ additions has signs of previous pest damage. The floor joists are true 3� x 10� rough cut timbers measuring approximately 14 ft long. The DKQ addition measures approximately 14 ft wide. The joists are notched at each end and rest on a floor beam. Two joists have been cut and braced together with another timber. Several 2x4 pieces of wood have been placed as sister sections or bracing directly beneath floor boards to stabilize the flooring above. Electrical conduit has been clamped to the floor joists and other wiring has been run through holes drilled through the floor joists in several locations. The combined lapped siding for the two-story original structure and the two single story additions measures approximately 5,350 sf. There are 37 double hung windows in the structure. All windows have a plexiglass storm window covering the original opening and approximately 530 linear feet. The roof overhangs approximately 2 ft past the eve of the structure and includes a thin screened opening approximately 3 inches wide along the soffit, allowing air to enter the attic space. When the building was previously painted the areas that had paint were not sanded to provide a smooth transition to the areas that had no paint. Some of the clapboard siding has cracks and some have rough areas that were not sanded before applying paint. In August a Lead Paint Report was done and lead was detected above laboratory reporting limits in samples collected see attached results. The existing painted surfaces show signs of lead paint that are above laboratory reporting limits. Work includes: Provide Lead Based Paint Plan, Repair Subflooring, exterior cleaning, repair, and painting. 1 . PROCUREMENT TYPE: The Government anticipates awarding a firm-fixed price contract to meet this requirement. SET-ASIDE: This acquisition has been set-aside for small business concerns. Offers will be solicited only from small business concerns. Offers received from concerns that are not small business concerns shall be considered nonresponsive and will be rejected.
