- This combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number W913E523Q0019 is being issued as a request for quotation (RFQ). The associated North American Industry Classification System (NAICS) code is 238170 � Siding Contractors which has a size standard of $19M. This requirement is a Total Small Business Set-Aside in accordance with FAR 19.502-2. The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) in Hanover, New Hampshire requires a Contractor to furnish all personnel, equipment, supplies and materials necessary to vinyl side their Asphalt Laboratory building located on CRREL�s campus. Requirements:��The Contractor shall: Provide all labor, lifts, fasteners, and siding materials necessary to deliver a building that is 100% covered in the required vinyl siding, to include the vinyl siding materials the Government currently has onsite as well as new siding materials that must be procured. Provide and install siding material that match or resemble material currently in place on the Asphalt Laboratory building (D4 Polaris Market Square Vinyl Siding: D4STD82 or similar). Fasten existing sheathing which are currently not sided, if found to be loose. Procure and install vapor barrier (Tyvek brand or equal) to cover the exterior areas currently not covered by vapor barrier. Replace any existing vapor barrier that is damaged. Procure and install drip-cap above exterior fixtures of the un-sided areas such as windows and vents, where the contractor deems coverage from vinyl J-channel is insufficient for these fixtures. Affix trim, J-channel, and siding. Conduct daily site cleanup. Provide onsite management of laborers to ensure work completion in compliance with government requirements. Ensure all work complies with 2018 International Building Code 1404.14 and 1404.14.1 while observing safety standards stated in the Army�s Safety and Health Requirements Manual EM385-1-1. Please reference the attached RFQ for instructions and applicable provisions and clauses.� Factors used to evaluate the award include: 1) Technical capability to provide the requested services and materials, and 2) Price. Award will be made to the responsible offeror whose offer represents the Best Value to the Government, in consideration of all factors. The basis for award will be a technically acceptable proposal, the price of which may not be the lowest. FOB Destination: CRREL, 72 Lyme Road, Hanover, New Hampshire 03755-1290. Payment Terms: Net 30 Site Visit: Contractors�are encouraged to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that�may�affect the cost of contract performance. See Section L of the RFQ to schedule a site visit no later than 20 June 2023.
