- The Washington, DC VA Medical Center is conducting this Sources Sought to identify contractors who possess capabilities to provide the product described in the Statement of Work below. As permitted by the FAR Part 10, this is a market research tool being utilized for the informational and planning purposes. Your responses will assist the Government in the development of its acquisition strategy. Response is strictly voluntary it is not mandatory to submit a response to this notice to participate in formal RFQ process that may take place in the future. However, it should be noted that information gathered through this notice may significantly influence our acquisition strategy. All interested parties will be required to respond separately to any solicitation posted because of this sources sought notice. Respondents will not be notified of the results of the evaluation. We appreciate your interest and thank you in advance for responding to the sources sought. This service will be implemented using the North American Industry Classification System (NAICS) Code 334220. NOTES All Capability Statements/Responses to this Sources Sought Notice shall be submitted via email only to joseph.krupa@va.gov. Telephone, Fax, or any other form of communication inquiries will not be reviewed or accepted. Responses to this Sources Sought Notice must be received no later than March 2, 2023, at 3:00 p.m. (Eastern Standard Time). This Sources Sought Notice may or may not assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued, it may or may not be announced at a later date, and all interested parties shall respond to that solicitation announcement separately from the responses to this Sources Sought Notice. DISCLAIMER This RFI is issued for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked a proprietary will be handled accordingly in accordance with (IAW) Federal Acquisition Regulation (FAR), RFIs may be used when the Government does not presently intend to award a contract, but wants to obtain price, delivery, other market information, or capabilities for planning purposes. Responses to these notices are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses incurred associated with responding to this RFI. STATEMENT OF WORK SCOPE OF WORK: The DC VAMC Emergency Department is in need of a Rapid Deployment nurse call Kit as well as domelight systems for each patient room. This system includes a wireless nurse call system to allow rapid deployment and minimum impact on ongoing patient care in the Emergency Room. Vendor shall provide all labor necessary to install and implement nursecall and dome light system to include cable pulls, training day, installation, configuration, and testing functionalility. This system utilizes a local air gapped network and will not tranmit data over the VA Wireless network. 1.EQUIPMENT: The Rapid Deployment Nurse Call Kit equipment is for nine (9) ED rooms, including devices for three (3) chairs, two (2) ED Training rooms, 1(one) pot-toilet pullcord, and two(2) pot toilet (with 2 pullcords) The equipment listed below is cabling, installation, programming , testing and training as suitable. Salient Characteristics: Secure 40 Patient nurse call system. Touchscreen console displays incoming patient calls and audible tone. Patients beds are outfitted with clip on placards that correspond to patient call buttons. AREAS TO BE SERVICED: (one or all as necessary and appropriate to this contract) Emergency Room Services Washington DC VAMC 50 Irving Street NW Washington, DC 20422 3. TASK FREQUENCY AND INSTRUCTIONS: This will be a single visit, be it a single day or multiple days, at the facility for a period sufficient to complete the work set forth in the scope of work. This visit is to be scheduled in advance with the DC VAMC s Biomedical Engineering department. Contractor shall check in with Biomedical Engineering prior to visitng the worksite. Service report shall be provided within business days of work completion. Contractor shall submit all removable media to be used on a VA system to Biomedical Engineering for scanning with anti-virus software prior to use on the system. In the case of equipment turn-in, exchange, repair or replacement hard drives used by the VA shall be removed from the equipment and remain in possession of VA this includes loaned or rented equipment. 4. SPECIAL WORK REQUIREMENTS: Training days included are Monday-Friday eight (8) hour sessions, with the maximum of twelve(12) attendess per session. Max of five (5) sessions, between the hours of 7am-7pm. This visit is to be scheduled in advance with the DC VAMC s Biomedical Engineering department. Authorized personell is not available on Saturdays and Sundays The following days are unavailable for FY22/FY23 November 11, 2022 November 24, 2022 December 26, 2022 January 2, 2023 January 16,2023 February 20,2023 May 29,2023 June 19, 2023 July 4, 2023 September 4, 2023 October 9, 2023 5. PROPERTY DAMAGE: The contractor shall take all necessary precautions to prevent damage to any government property. The contractor shall report any damages immediately and shall be assessed current replacement costs for property damaged by the contractor, unless corrective action is taken. Any damaged material (i.e., trees, shrubs, lawn/turf, cubs, gutters, sidewalks, etc.) will be replaced in a timely manner or corrected by the contractor with like materials, at no extra cost to the government, upon approval of the Contracting Officer. 6. IDENTIFICATION, PARKING, SMOKING, CELLULAR PHONE USE AND VA REGULATIONS: The contractor's employees shall wear visible identification at all times while on the premises of the VA property. It is the responsibility of the contractor to park in the appropriate desig¬nated park¬ing areas. Information on parking is available from the VA Police-Security Service. The VA will not invalidate or make reimbursement for parking viola¬tions of the con¬tractor under any con-ditions. Smoking is prohibited inside any buildings at the VA. Cellular phones and two way radios are not to be used within six feet of any medical equipment. Posses¬sion of weapons is prohibited. Enclosed containers, including tool kits, shall be sub¬ject to search. Violations of VA regulations may result in a citation answer¬able in the United States (Federal) Dis¬trict Court, not a local district state, or municipal court.
