- Description
- Botswana is on its way to reaching HIV epidemic control by 2030. The country is entering a crucial stage of working towards sustaining the gains made over several years. The USAID/Botswana Health Systems and Finance Advisor fills a key technical and managerial role that will provide technical assistance on issues of sustainability to USAID implementing partners, government of Botswana (GOB) and other partners. The Advisor will provide strategic guidance to USAID and PEPFAR in Botswana on technical and policy issues related to the health systems portfolio with specific focus on health finance, human resources for health, social contracting, quality improvement, and private sector engagement. The Advisor will work closely with other USAID/Botswana personnel covering other aspects of health systems including Supply Chain, Strategic Information, and Local Partner Strengthening to ensure a coordinated approach in delivery of these services. The Advisor will engage the Ministry of Health (MoH), National AIDS and Health Promotion Agency (NAHPA) and other Ministries on policy and programmatic responses affecting this portfolio including on the revitalization of PHC. The Advisor will play a key role in developing annual Country Operation Plans and other strategic documents related to the pivot of the health program. The Advisor is an expert in activities related to health systems strengthening with specific focus on health financing, human resources for health, social contracting, quality improvement, and private sector engagement. The Advisor will be the key USAID/Botswana staff member responsible for ensuring that the activities within this portfolio are in line with and supportive of the national agenda. The Advisor will serve as the Contracts/Agreements Officer�s Representative (C/AOR) and/or Activity Manager for USAID/Botswana awards and contracts issued by the USAID/Southern Africa Regional Office of Acquisition and Assistance (ROAA) and USAID/Washington-procured Field Support activities. The incumbent is supervised by the USAID/Botswana Health Office Director or their designee and will not have direct supervisory responsibilities.
