Description

NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT The 1st Special Operations Contracting Squadron (1 SOCONS)/PKC intends to award a Sole Source purchase order to FOSTER-MILLER INC dba QinetiQ North America (QNA), 350 Second Avenue, Waltham, MA 02451 for a Haskel Pump. 1 SOCONS/PKC will use FAR Part 13, Simplified Acquisition Procedures to procure the required HIGH PRESSURE HELIUM TRANSFER PUMP P/N 11801-708 and NSN Number: 431016522073. The authority for soliciting a single source under simplified acquisition procedures is FAR 13.106?1(b)(1)(i), Soliciting Competition, which states that contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name or industrial mobilization). The Government believes that QinetiQ North America is the only known source that can supply the mission critical commercial product needed by SOF Operators at AFSOC Hurlburt Field. The proposed contract action is Sole Source only. This Notice of Intent is not a request for quotation. No solicitation or RFQ will be forthcoming. Interested parties may identify their interest and submit product information in response to this notice by 10:00 AM C.S.T, 26 September 2022, via email to kristin.robbins@us.af.mil and jesse.capik@us.af.mil. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government. The anticipated contract award number is not determined at this time. This notice of intent is not a request for competitive proposals. However, all responses received by the closed date specified herein will be reviewed by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
