- Description
- The New York District of the U.S. Army Corps of Engineers (USACE) intends to issue a solicitation package seeking to award a Firm Fixed Price (FFP) contract to conduct shoreline stabilization and landfill closure at Thule AB, Greenland. This will be a competitive, 2-Step Best Value Trade-Off Solicitation. General Conditions at Thule Air Base: The location of Thule Air Base limits exterior work to the months of June through September, although work is sometimes possible in May and/or October. Additionally, Thule's location demands that all supplies/personnel must be shipped /transported in/out via air/sealift. Thule Air Base is not a commercial air/seaport and there is no other access. Shipping schedules are dictated by Defense contracts, and materials and labor are not available locally. The region is glaciated, and the existing soil is generally permafrost, which exists from 1 to 6 feet below the surface to a measured depth of 1,600 feet. Winter temperatures average between 20 -30 degrees F below zero while average summer temperatures are between 40-50 degrees F above zero. One annual military cargo sealift departs from Norfolk, Virginia to Thule AB, on or about 1 July. There are two sealifts that leave from Copenhagen, Denmark to Thule AB, one in July & one in August. Airlifting any materials or equipment via military aircraft is very expensive and only normally allowed on an emergency-need basis. SHORELINE STABILIZATION The purpose of this work is to cleanup and stabilize the coastal faces of the closed landfills located at four (4) sections on the northwest shoreline. The northwest shoreline requires a specific Landfill Face Stabilization to include clean up, geomembrane, and blasted rock coverage at two first sections. The first and second section has a length of approximately 400 and 520 linear feet and varies from zero (0) to approximate fifteen (15) feet in height. The third section is approximate 1,000 linear feet in length and varies from zero (0) to approximate ten (10) feet in height. This section requires a thorough and extensive excavation, cleanup and removal of half-buried scrap and debris, as well as a subsequent rehabilitation. The fourth section has an approximate length of 580 linear feet and is basically a flat beach. These sections require a thorough cleanup and removal of scrap and debris, as well as a subsequent rehabilitation. LANDFILL CLOSURE The work includes a necessary measure to provide adequate landfill cover for area identified in the documentation provided. The work includes stabilization of the two seasonal creeks one at the north end of the landfill and one on southern part of the landfill. The area should be cleared from any metal debris that could cause issues or propagate thru freeze thaw. The work shall proceed based upon the current DD FORM 1391. Once the contract is awarded, the contractor will be required to commence design within five (5) calendar days after the date of receipt of the notice to proceed and construction will begin in the Summer of 2023. The work is estimated to cost between $4,000,000 and $8,000,000.� It is the intention of the government to award at Year end 2022 and the proposed work is anticipated to take place Summer 2023. Liquidated Damages of approximately $1,850.00 per calendar day of delay will be assessed to the contractor until all work under the contract is accepted as complete. This procurement is restricted to Danish and Greenlandic Firms only.
