Description
This is not requesting bids but to find possible vendors. 5.0 REQUIREMENTS: 5.1�� The contractor shall provide a database capable of functioning as an electronic qualification tasks listing (eQTL) database. 5.2�� The database will perform the following features and functions: 5.2.1�� The data owner will be able to enter critical tasks associated with an employee�s position description. 5.2.2�� The data owner will be able to update the critical skills listing in accordance with technical data revisions. 5.2.3�� The data owner will be able to �certify� an employee competent in performing a critical skill. 5.2.4�� The data owner will be able to �decertify� an employee not in compliance with performing a critical task. 5.2.5�� The data owner will be able to create reports from data points. 5.2.6�� The data owner will be able to print out individual employee critical skills listings. 5.2.7�� The data owner will be able to print reports in the format of DA Form 7817, DA Form 5164-R, and DA Form 5165-R. 5.2.8�� Employees will be able to enter relevant work related trainings, certifications, and experiences by using drop down menu options. 5.2.9�� Employees will be able to upload certificates of relevant work related trainings and certifications. 5.2.10�� Data owners will be able to �certify� employees� relevant work related trainings, certifications, and experiences entered into the database. 5.2.11�� Data owners will be able to �decline� employees� relevant work related trainings, certifications, and experiences entered into the database. 5.2.12�� Data owners will be able to query data points for employee�s possessing relevant work related trainings, certifications, and experiences. 5.2.13�� The database will have the capability of data integration from other formats e.g., .csv or .xlsx files. 5.3�� The database will adhere with Department of Defense information technology regulations and policies. 5.4�� The database will be compatible with the Corpus Christi Army Depot computer network infrastructure. 5.4.1 The database will support a SQL back end. 5.4.2 The database will be hosted on premise using Army approved operating system (such as Windows Server 2019, Linux 7.0 or higher, etc) and be accessed using Windows 10 workstations. 5.5�� The Corpus Christi Army Depot will own the database software/platform. 5.6�� The Corpus Christi Army Depot will own all the data entered into the database. 5.7�� The contractor will provide training on the database interface, data entry, and creating reports for all data owners.
