Description
THIS IS NOT A REQUEST FOR QUOTE. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as quotes, nor will any award be made as a result of this Sources Sought Notice. Any information provided by businesses to the Government is strictly voluntary. The Government will NOT be responsible for any costs incurred by interested businesses responding to this Sources Sought Notice. The purpose of this notice is to conduct market research only. DESCRIPTION OF REQUIREMENT For the lease and delivery, installation, maintenance, and removal of two (2) temporary shelters in support of Manchester, NH. THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice is seeking information from industry, which will be used for preliminary planning purposes. No quotes are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR QUOTES AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of various members of industry, namely Service-Disabled Veteran Owned Small Businesses (SDVOSB) and/or Veteran Owned Small Businesses (VOSB) in accordance with the requirements of Public Law 109-461. However, all small business owners are encouraged to respond. The Department of Veteran Affairs, Manchester Veteran Affairs Medical Center (VAMC) has a requirement for a Contractor to furnish all personnel, supervision, labor, equipment, materials, and disposal necessary to perform the following: Supply two (2) temporary shelters that will cover trailers, personal vehicles, and staff and protect them from the elements during the mitigation of COVID-19. VA New Hampshire will provide Contractor with a CAD site plan and can accommodate site visits to take field measurements. Shelters shall be open on the ends, to allow vehicles to pass through. Shelter sides shall be able to be rolled up or removed. LOCATION 1: Shelter shall be a minimum of 40 feet long by 40 feet wide. This is a minimum only and, depending on the shelter s structure, it may have to be larger than this in order to meet all requirements. Shelter must be able to accommodate a 15 high vehicle driving through on either side of the road. It shall span over the existing mobile office trailer (8 wide by 20 long by 9 ½ tall) and the entire road. Note that the road curves in this location. LOCATION 2: It shall be a minimum of 40 feet long by 40 feet wide. This is a minimum only and, depending on the shelter s structure, it may have to be larger than this in order to meet all requirements. Shelter shall accommodate a 10 high vehicle driving through. It shall span over the existing mobile office trailers (8 wide by 20 long by 9 ½ tall) and provide a 25 wide drive lane next to the trailer. Delivery shall be directly to the installation sites. The VA will not provide any materials, supplies, equipment, or labor required for delivery, unloading, and/or pickup/takedown at lease end. Period of Performance will be for 1 year with a possible 2 option years, for a potential total of 3 years. SALIENT CHARACTERISTICS Prior Government contract work is not required to submit a response under this sources sought notice. The intent of the project is to award a firm fixed price purchase order agreement for one base year and two possible option years. The NAICS Code is 332311You may consider the leasing of temporary building NAICS 531120 Manufacturing building rental or leasing as the use of this NAICS could be more in line with this requirement if our intention is to give back the structure after its use. Need to clarify with Customer on this too. The SOW does not mention anything about lease versus purchase, nor anything regarding disassembly. and the size standard is 750 Employees. This notice is published to conduct market research to determine if there is a sufficient number of certified Service-Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Businesses (VOSB) capable of performing the requirements to warrant a solicitation set-aside. Registration may be accomplished at https://www.vip.vetbiz.va.gov/. All interested firms must be registered in VETBIZ.GOV and Verified by VA CVE and registered in SAM to be eligible for award of Government contracts. Interested parties responding to this sources sought request shall submit the following information at a minimum: (1) company name and address, point of contact with phone number, and DUNS number; (2) documentation relating to technical capability of performance for requirements to include references with current point of contact and phone number); (3) Approximate lead time for delivery of this type of equipment requested in this Sources Sought. (4) proof of registration in the VA Vet Biz website and verification by VA Center for Veterans Enterprise (CVE) (5) include socio-economic status to identify business as being an SDVOSB, VOSB, SB, Woman Owned, etc. and (6) any other pertinent company documentation. The response date to this Sources Sought notice is 16 April 2021 at 4:30 PM EST. This market research is for informational and planning purposes only to determine if a SDVOSB or VOSB set-aside is appropriate. This is not a solicitation and does not obligate the Government to issue a solicitation. Please be advised the Government will not pay any costs for responses and information submitted.
