- RFQ Title: VAL/SERV/B Replacement Parts with incidental service agreement for the Rees Scientific Environmental Monitoring System Agency: Environmental Protection Agency (EPA) Program Office: Office of Chemical Safety and Pollution Prevention (OCSPP)/Office of Pesticide Programs (OPP)/ Biological and Economic Analysis Division's (BEAD) Analytical Chemistry Branch (ACB) and Microbiology Laboratory Branch (MLB) Description: The EPA intends to issue sole source requirement to contract with Rees Scientific for a new three-year (One-Year Base Year + 2 One-Year Option Periods) VAL/SERVE B service package for the Rees Scientific Centron environmental monitoring and alarm system utilized to monitor environmental conditions of critical laboratory equipment (e.g., refrigerators, freezers, and incubators) and laboratory space for OCSPP/OPP/BEAD's Analytical Chemistry Branch (ACB) and Microbiology Laboratory Branch (MLB). The Sole Source Justification has been attached to the solicitation (Attachment 2) as required by FAR See 5.102(a)(6). All responsible sources may submit a quotation, which shall be considered by the agency. Offerors must address all aspects of the Government's requirement as set forth in this RFQ including the technical evaluation criteria (Attachment 3). The EPA intends to award a fixed-price purchase order for VAL/SERV/B replacement parts with incidental annual service agreement for Rees Scientific environmental monitoring system, in accordance with attached Statement of Work. Upon the purchase order being awarded, the period of performance will be for a One-Year Base Period (line item 0001), plus two (2) One-Year Option Periods (line items 0002 and 0003 for Option Year 1, and Option Year 2). The North American Industry Classification System (NAICS) code for this RFQ is 334516, Analytical Laboratory Instrument Manufacturing. The Product and Service Code is 6640, Laboratory Equipment and Supplies. Both large and small business offerors are eligible to submit quotes. Questions concerning this RFQ must be submitted by 2:30 PM ET Thursday, July 23rd 2020 via FedConnect and should not be sent to the Contracting Officer Representative. Questions submitted after this due date may not be answered. Quotes received after the RFQ responses due date and time will not be accepted. All quotes must be submitted through FedConnect. The RFQ response due date and time is 2:30 pm ET Thursday, July 30th, 2020. The Government intends to issue a single purchase order based on the lowest price technically acceptable quote as defined in FAR 15, Subpart 15.101-2. The Government will award to the lowest evaluated cost or price, technically acceptable, responsible offeror whose offer meets the minimum needs of the Government in accordance with the attached Statement of Work.
