- This is a Sources Sought Synopsis (SSS) ONLY.� The Mission and Installation Command (MICC) - Fort Eustis is issuing this sources sought notice (SSN) as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for the Training Support Enterprise (TSE) Point of Delivery (POD) Support for the Army Training Information Systems (ATIS) U.S. Army Training Support Center, Fort Eustis, VA. The purpose of this notice is to request 8(a) contractors provide information regarding its capabilities to perform this effort. This notice is issued solely for information and planning purposes � it does not constitute a Request for Quotation (RFQ), Invitation for Bid (IFB), or Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future.� This notice does not commit the U.S. Government to contract for any supply or service.� Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought synopsis.� The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder.� Not responding to this notice does not preclude participation in any future RFQ, IFB, or RFP, if any is issued.� If a solicitation is released, it will be synopsized on the Government-wide Point of Entry (GPE).� It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement.� The GPE is located at Contract Opportunities on https://beta.sam.gov.� Background:� This is not a new requirement. The draft Performance Work Statement (PWS) is attached. HQDA, Department of the Army Management Office, Training Support Systems Division (DAMO-TRS) and the Combined Arms Center�Training (CAC-T)/Army Training Support Center (ATSC)/ TRADOC Capability Manager, Army Training Information Systems (TCM ATIS) are responsible for managing and sustaining Point of Deliver (POD) capabilities under the Training Information Infrastructure (TII) Program.� TCM ATIS serves as the centralized capability manager and user representative for POD capabilities, which include Deployed Digital Training Campuses (DDTCs), Digital Training Facilities (DTF), and Mobile DTFs (MDTFs).� TCM ATIS also provides support to the Army National Guard Distributed (ARNG) Learning Classroom (DLC) Program. Requirement.� The Contractor shall provide either one full-time or two part-time non-personal services subject-matter experts (SMEs) to support the management, analysis, integration, modernization, and sustainment of POD capabilities. �Contract support objectives will, at a minimum, include: Assisting ACM ATIS in coordinating with numerous government agencies on accountability, assessment, sustainment, modernization, and pre-planned product improvements for PODs. Conducting in-depth analyses to determine all POD near-, mid- and far-term capability requirements in support of Army readiness models. Ensuring POD currency in the appropriate authoritative database, requirements documents, and other Training Support System Enterprise (TSSE) related programs and products. Ensuring alignment of POD requirements and accountability in the ATIS Program of Record (POR). The NAICS code assigned to this acquisition is 541990 -- All Other Professional, Scientific, and Technical Services with a corresponding size standard of $15M. This contract shall support the Government in managing and sustaining POD requirements across the Program Objective Memorandum (POM).� � If your 8(a) organization has the potential capacity to perform these services, please review the attachment labelled ""POD Sources Sought 2 June 20. docx"" and�provide your concise responses to specific questions�by 29 June 2020.
