- Request for Information (RFI) Notice The United States Coast Guard (USCG) is looking for information from vendors who can upgrade or replace marine diesel engines for three vessels.� The vessels are 42� SPC-NLB Special Purpose Craft � Nearshore Lifeboat located at Coast Guard Station Chatham light, Chatham, MA built by SAFE Boats International in Port Orchard, WA. The current engine specifications are as follows: Each boat is powered by two Caterpillar C9 marine diesel engines with block heaters. Each engine is rated at 567 horsepower at 2500 RPM. Each engine drives a Hamilton Jet HJ-322 waterjet through a ZF305-2 marine gear having 1:1 ratio and Cardan shaft. Both marine gears rotate in the same direction. Each engine has an attached belt-driven 12 VDC 110-amp alternator and belt driven 240 VAC 6.3 kW generator. Engine cooling is provided by dual system cooling, having a closed-loop anti-freeze/fresh water system through the engine, and a raw water system from an external raw water source. Engine exhaust is an above water line through-hull system and is complete and separate for each engine. Exhaust exits engine turbo charger exhaust flange to a high rise coupling, and through a fiberglass muffler mounted in aluminum brackets outboard of each waterjet. Engine rotation direction is counter-clockwise as viewed looking forward from the aft end of engine. Max range 250 miles at 25 knots New/upgraded engine specifications are: Two engines required per boat. Each engine to produce minimum 578 BHP @2300 RPM.� Speed/BHP curve to match Hamilton HJ-322 waterjet with attached 15 kW VAC generator and 12 VDC 110-amp alternator at full load. Attached 15 kW / 240 VAC generator and 12 VDC 110-amp alternator. Engine cooling is dual-system anti-freeze/fresh water & sea water system Exhaust is complete and separate for each engine. Above water line through-hull system, baffled to prevent back flow of water from exhaust system to engine. Engine rotation is counter-clockwise from drive end. Range 250 miles at 25 knots with 300-gallon fuel capacity. __________________________________________________________________ See attached drawings of the vessels Engine Compartment Bulkhead, Engine Girders and Engine Mounts to determine feasibility of your proposed solution. If your company believes that it has the capability to support this requirement, please respond by providing your solution/specifications, not to exceed 5 pages.� This is not a Request for Proposal; therefore, no pricing information shall be submitted at this time. The Government does not intend to pay for the information that is submitted.� It is the responsibility of potential offerors to monitor this system for future notices and changes. If you are claiming Small Business status, appropriate documentation is required.� Please submit the following as it applies: a.�������� If claiming 8(a) status, provide a copy of your 8(1) Certification from SBA. b.�������� If claiming HUBZone status, provide a copy of your HUBZone Certification from SBA. c.�������� If claiming SDVOSB status, provide documentation that shows a Service Disabled Veteran (SDV) unconditionally owns 51% of the business, controls the management and daily operations of the business, holds the highest officer position in the company, makes long-term decisions for the business and works at the business full-time during normal working hours.� Documentation should also be provided to show that the SDV has a service-connected disability that has been validated by the Department of Defense, Department of Veteran Affairs.� Finally, provide documentation that shows the business is small under the NAICS code 333618. d.�������� If claiming VOSB status, provide documentation that shows the Veteran unconditionally owns 51% of the business, controls the management and daily operations of the business, holds the highest officer position in the company, makes long-term decisions for the business and works at the business full-time during normal working hours.� The documentation should also show the business is small under the NAICS code 333618. e.�������� If claiming EDWOSB status, provide documentation that shows the company is at least 51% owned by one or more women who are �economically disadvantaged� and primarily managed by an economically disadvantaged woman, controls the management and daily operations of the business, holds the highest officer position in the company, makes long-term decisions for the business and works at the business full-time during normal working hours.� The documentation should also show the business is small under the NAICS code 336611.� A woman is presumed economically disadvantaged if she has a personal net worth of less than $750,000 (with some exclusions), her adjusted gross yearly income averaged over the 3 years preceding the certification is less than $350,000 and the fair market value of all her assets is less than $6 million. f.��������� If claiming Woman Owned Small Business (WOSB) status, provide documentation that shows the company is at least 51% owned and controlled by one or more women, controls the management and daily operations of the business, holds the highest officer position in the company, makes long-term decisions for the business and works at the business full-time during normal working hours.�� The women must be U.S. Citizens.� The documentation should also show the business is small under the NAICS code 336611. g.�������� If claiming Small Business status, provide documentation to show the business is small under NAICS code 333618, which has a current size standard of less than 1,500 employees.
