This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition.� It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract.� Responses will not be considered as proposals or quotes.� No award will be made as a result of this notice.� The Government will NOT be responsible for any costs incurred by the respondents to this notice.� This notice is strictly for research and information purposes only. Background: NIMH is the lead federal agency for research on mental disorders and one of the 27 Institutes and Centers that make up the National Institutes of Health (NIH), the world�s largest biomedical research agency. As stated in NIMH Strategic Plan for Research, NIMH�s mission is to �transform the understanding and treatment of mental illnesses through basic and clinical research, paving the way for prevention, recovery, and cure.� NIMH�s Office of Science Policy, Planning, and Communications (OSPPC) creates and implements the Institute's communication efforts, including information dissemination and media relations activities. The office also helps to promote NIMH job postings and various training activities. NIMH videos play an essential role in these efforts because they support learning through the illustration of targeted concepts and by engagingly providing much-needed context. Purpose: The National Institute of Mental Health (NIMH) is seeking professional video and multimedia production services to produce several types of videos aimed at informing a variety of audiences about NIMH careers and promoting NIMH produced or funded research. These videos will feature a combination of animation and interviews with NIMH scientists and describe complex scientific concepts in a way that is understandable, compelling, and memorable for target audiences, which may include but is not limited to scientists, patients and families, and health care providers. These videos will be posted on the NIMH YouTube channel (www.youtube.com/NIMHgov), NIMH website (www.nimh.nih.gov), and disseminated through various channels�including but not limited to social media, mass email, meetings and events, and internal broadcasting systems, etc. Project requirements: The Contractor shall support the development of six videos. The full-length recruitment video shall be no longer than two minutes and shall be adapted to create a social media-friendly video (30-60 seconds max) that offers key concepts presented in the longer version. Each of the three Mental Health Minute videos shall be approximately 60 seconds. The full-length Research Highlights video shall be approximately 2-5 minutes in length. A second video will be adapted from the full-length Research Highlights video and will be approximately 30-60 seconds. NIMH shall retain all ownership of raw and final footage and any assets developed as a part of this project. Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the�Statement of Work. Specifically, the contractor shall create: Two (2) videos highlighting the types of research training and development opportunities at NIMH.� These videos will feature NIMH staff scientists and program fellows who will describe their work and how the target audiences (predoctoral, postdoctoral, early career, and mid-career investigators) can partake in training opportunities and career development at the NIMH. These videos will be part of a new series that aims to recruit people for positions within the NIMH. The first video will be a full-length version that is no longer than 2-4 minutes in length for use on the NIMH website and YouTube channel (and other methods as appropriate). The second video will be adapted from the first and will be approximately 30-60 seconds for use on social media. Two (2) animated videos that continue the �Mental Health Minute� video series. The Mental Health Minute video series highlights NIMH mental health information on specific mental disorders. NIMH has two videos in this series that explore depression and eating disorders. The contractor shall create more videos on topics on mental disorders. These videos should feature animated content that describes complex scientific concepts in a way that is understandable, compelling, and memorable for target audiences, which may include but is not limited to scientists, patients and families, and health care providers. These videos will be approximately 60 seconds, each. Two (2) videos to help promote NIMH�s �Research Highlights.� These videos will highlight NIMH�s broader research activities and efforts by spotlighting specific NIMH-funded research projects (or recent findings by NIMH researchers or grantees) that fit into those topic areas. The first video will be a full-length version that is approximately 2-5 minutes in length for use on the NIMH website and YouTube channel (and other methods as appropriate). The second video will be adapted from the first and will be approximately 30-60 seconds for use on social media. These videos will consist of live interviews with NIMH staff and/or patients and caregivers, b-roll, stock footage, and animation. The Contractor should directly and specifically state in the, capabilities statement, which project requirements can be meet and/or supplied. The Contractor must also provide their� DUNS number, GSA Federal Supple Schedule(If available), organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, etc., pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements. The information submitted must be must be in and outline format that addresses each of the elements of the project requirement and in the capability statement /information sought paragraphs stated herein.� A cover page and an executive summary may be included but is not required. The response is limited to two (2) page limit.� The 2-page limit does not include the cover page or executive summary. The response must include the respondents� technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. All responses to this notice must be submitted electronically to the Contract Specialist.� Facsimile responses are NOT accepted.
