Description
This is a Combined Synopsis/Solicitation for a Brand Name or Equal VIRTRA 180 Use of Force Simulator (USF), as prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. A firm-fixed price purchase order is anticipated. (ii) The solicitation number is 36C24420Q0658 and is issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2020-05 dated 3/30/2020. (iv) This solicitation is set aside 100% for Service-Disabled Veteran Own Small Businesses and the associated NAICS code 332994 has a small business size standard of 1250. (IV) Schedule of Requirement/CLINS (v) Statement of Work and Salient Characteristics STATEMENT OF WORK BRAND NAME OR EQUAL TO VITRA 180 Use of Force Simulator ______________________________________________________________________________ Introduction: The Wilmington VA Medical Center, 1601 Kirkwood Highway, Wilmington, DE 19805-4907, has a BRAND NAME OR EQUAL requirement to purchase a Use of Force Simulator (UFS). Purpose: In order to allow our officers to train in use of force at the facility, the Wilmington VAMC, needs to purchase a Use of Force Simulator (UFS). Because of COVID 19 training in groups and/or traveling for training has been canceled. VA Police training has been cut by 75%. With a UFS the police will be able to make-up and stay proficient. This purchase has been funded by fund control point 4019. Wilmington VAMC needs to purchase and install a UFS for the station. Three screens and a 180-degree immersive training environment ensures that time in the simulator translates into real world survival skills. Superior, lifelike, 180-Degree Training: Video and CGI scenarios across multiple screens with incredible audio generate unparalleled realism and immersion. This allows training in a situational awareness, contact and cover and threat assessment. The motto Train as you fight, fight as you train has been proven true time and time again. Firearms Training Courseware: Software gives instructors the tools to help advance shooting skills through skill building drills. Included software can simulate indoor and outdoor shooting ranges and has a fully configurable authoring package available. Shoot-House Courseware: With the addition of the breachable door, an instructor can teach the concepts of basic to advanced building search techniques. An instructor can cover such topics as the approach, low light searches, single and multiple person entries, and suspect control. An ideal addition for serious CQB training is the electronic switch, which is attached to the breach door to automatically start the scenario. Extensive Scenario Library: Professionally produced with real actors and special effects where needed. Scenarios, often based on real life incidents, are carefully crafted by subject matter experts to heavily test the trainee s critical thinking skills, firearms skills under pressure, and psychological preparation for close quarter combat. Custom content scenario productions available. Recoil Kits Firearm Recoil Realism: Add life-like recoil to firearms training while using inexpensive and inert CO2 for exceptional safety (absolutely no muzzle pressure danger as with blank rounds). VirTra offers quick and non-permanent drop in laser recoil kits that swap with a few parts of the real firearm, converting it to a recoil training firearm while prohibiting a live round. Requirements/Salient Characteristics: The UFS must use Tetherless Weapon Platform that utilizes the weapons carried by the VA Police patrol officer. The UFS need to be programable for different live action scenarios and provide officer with projectile less pain compliant if the officers are shot. The UFS must be as realistic as possible. UFS must provide at the minimal the following: 3 screens that provide 180 degrees of interconnected action to prevent tunnel focus. Footprint and configuration cannot be larger than 24 feet wide, 15 feet deep and 7.5 feet tall. System must be able to perform low light scenarios. If special flashlight and equipment is need, then the contractor will provide enough equipment for to officers. System must provide real-time monitoring, recording, and playback for debriefing sessions with the trainees. Sig Sauer Model P229 9m handgun or kits to convert the P229 to use as a Tetherless Weapon System to include 8 magazines. 2 Windham M4 rifles or kits to convert the Windham M4 to use as a Tetherless Weapon System to include 4 magazines for each rifle Handguns and Riffles must provide realistic recoil in a safe way by using air of CO2. Magazines must be refillable. The contractor will provide all equipment needed to refill the magazines. If CO2 is needed, contractor will provide CO2 tank. OC training device that must not spray OC. Laser is acceptable. Wireless pain compliant must be included. Pain compliance must be adjustable and cannot be a projectile. Officers must not ware any PPE to use the system. Installation: Installation of the UFS will occur on site at the Wilmington VAMC site. Contractor will be responsible for providing all engineering, programming, installation, and final connections to hospital utilities. No remanufacturers or gray market items will be acceptable. The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract. Accordingly, the VA reserves the right to enforce any of its contractual remedies.
