- Request for Information M67854- 20-I-7302 for Marine Corps Systems Command, Quantico, VA Counter-Unmanned Aircraft System (C-UAS) This Request for Information (RFI) is the initiation of market research in accordance with Federal Acquisition Regulation (FAR) Part 10 and is not a Request for Proposals (RFP).� The information provided herein is for informational purposes only and intended to initiate communication with industry to assess market potential.� No solicitation document exists currently. �Issuance of this notice does not constitute any obligation on the part of the Government to procure items or services or to issue a solicitation.� In addition, the Government is under no obligation to pay for information submitted in response to this RFI. �Any response to this notice cannot be accepted as an offer.� Information the vendor considers proprietary should be clearly marked as such.� Responses to this RFI indicating that all information therein is proprietary or represents confidential business information, will be received, and held in confidence for U.S. Government (USG) use only. Marine Corps Systems Command (MARCORSYSCOM) is conducting a market outreach to identify potential sources for the capability of manufacturing and delivering a Counter Drone or Counter-Unmanned Aircraft System (C-UAS) or similar product.� Counter-drone technology also known as C-UAS, or Counter-Unmanned Aerial Vehicle (C-UAV) technology refers to systems used to detect and/or intercept unmanned aircraft. Responses to this RFI allow MARCORSYSCOM to identify potential industry capabilities as well as technology capabilities. Future procurement quantities of C-UAS could range between 6-10 systems. The C-UAS shall meet, at a minimum, the following requirements: Provide an air surveillance system; Capable of detecting, recognizing, classifying, identifying unmanned aircraft/drone. Utilize electronic warfare and direction-finding system, that may include Automatic Target Recognition (ATR) algorithms using acoustics, frequency, emitter signatures, or other electronic surveillance and recognition variables to provide positive identification of UAS/UAV systems. Include electro-optical and infrared (EO/IR) camera or similar technology for visual identification by the C-UAS operator. Capability to intercept UAS/ UAV through operator Ground Control Intercept (GCI) to come into proximity of the targeted UAS/UAV to employ countermeasures. Capability to employ countermeasures including the ability to jam/block the radio frequency link between the UAS/UAV and its operator; other possible countermeasures may include the ability to fire a net, laser, projectile, or direct energy. System control is to be employed by a single operator. � Vendors should provide the following: Information on whether the system is ground based stationary, mobile, or vehicle mounted for transport and launch. The type of system control that will be used such as a laptop computer design or a handheld system. Suggested list of consumables and spare parts for a two-year support of the proposed C-UAS. A list of any peculiar tools and gauges that would be required to maintain the proposed system. The ability to provide Operator and Maintainer classroom training that may be held at a location determined by the USG. �� MARCORSYSCOM requests the following additional information: Vendor Information: The purpose of the following information is to obtain data from industry to assist in this market research. �Vendors are encouraged to be as specific as possible, and to identify alternative/supplemental capabilities to the ones described above. Number of contracts currently held with the Government to include any Federal Supply Schedule listed under General Services Administration (GSA) Advantage. Capabilities Statement and Documentation: Vendors are invited to indicate their manufacturing capabilities and substantiate that they have experience and knowledge in manufacturing items of similar complexity to a C-UAS being utilized in present day market. Submissions should include direct and recent information regarding vendors� in-house manufacturing capabilities. Submissions can be in the form of specifications, brochures, manuals, reports, demonstration videos, and other technical data. Submissions are to include identification of current law enforcement or Department of Defense customers and rough order of magnitude pricing. Response: Interested vendors are requested to submit a cover section of 1-2 pages with the requested Vendor Information, and a Capability Statement addressing the items identified herein and related documentation of 2-5 pages by 26 June 2020 to the Karla Logothety via email address: Karla.Logothety@usmc.mil.� Submissions must be transmitted no later than 1500 on by 26 June 2020.
