NOTICE OF CANCELLATION OF THE RECOMPETE OF THE C-17 TRAINING SYSTEM�CONTRACTOR LOGISTICS SUPPORT TASK ORDER After careful consideration, the Government has determined that it is no longer feasible to re--compete the C-17 Training System (TS) Contractor Logistics Support (CLS) requirement at this point in the current Task Order (TO) FA8621-18-F-6257. There are a number of critical obsolescence, concurrency, and upgrade requirements that must be accomplished in the near term. Execution of these requirements, day-to-day contract administration, and re-compete activities within the constraints of available resources were already a daunting challenge. �With the unforeseen outbreak of the COVID-19 pandemic and its subsequent impacts, the challenge of accomplishing normal contract administration, timely execution of critical requirements, and having a new CLS contract in place by the 3rd quarter of 2021 became unsurmountable. �During Industry Days at the December 2019 Inter-service/Industry Training, Simulation and Education Conference (I/ITSEC) and at Altus Air Force Base in January 2020, industry voiced its concerns regarding the impact of schedule slips on their costs and ability to provide quality proposals. Due to the need to focus limited resources on execution of critical requirements, it was determined that the resulting delay of award significantly reduces the benefits expected to be gained from re-competing the CLS requirement at this point in the life of the existing TO. �Therefore, as of the date of this announcement, re-competition of the C-17 TS CLS requirement is cancelled. �The Government is cognizant of the time and other resources industry has already expended, and does not want industry to expend further resources at this time. The Government is genuinely appreciative of industry�s interest in this critical defense program, and the inputs industry has shared with the Government. �As always, industry is encouraged to monitor beta.Sam.gov for announcements regarding the C-17 TS program and other defense programs. C-17 TRAINING SYSTEM (TS) INDUSTRY DAY ANNOUNCEMENT:�The overall C-17 TS Sustainment contract will provide aircrew instruction (ATS only), courseware, Aircrew Training System (ATS) & Maintenance Training System (MTS) Contractor Logistics Support (CLS), concurrency and obsolescence modifications, and training flights to produce certified aircrew members. The C-17 Training System (TS) Program will be conducting a second industry day for the re-competition of the Contractor Logistics Support (CLS) contract at the Aircrew Formal Training Unit (FTU) and Training System Support Center (TSSC) at Altus AFB, during the week of 27 January, 2020. The first industry day was held in Orlando, Florida I/ITSEC (3, 4, and 5�December 2019).� The C-17 Training System Program will conduct a briefing to industry with a follow-on tour and Q&A Session on 28 January 2020. Subsequent follow-on one-on-one discussions will be scheduled for 29 - 30 January 2020. Scheduling and length of the one-on-one sessions will be contingent on the amount of industry attendees. This posting also includes an updated DRAFT Performance Work Statement and the first industry day slide deck to account for the transition from FBO.gov to BetaSAM.gov. Due to available meeting space, contractor attendance of�one-on-one meeting sessions is strictly limited to no more than three (3) representatives.� Please identify in your responses if all visitors have an existing Common Access Card (CAC) for entry to the base. If not, please identify those individuals who do not have an existing CAC;� provide their contact information in the confirmation email; and a representative from the C17 TS Program will�submit the provided information for access to Altus AFB. Please respond to this posting by Monday, 13 January, 2020, by emailing your requested time slot to .� Any cost incurred pursuant to Industry Day attendance is the sole responsibility of the attendees and will not be reimbursed by the Government.
