- The Naval Medical Logistics Command (NMLC) intends to negotiate on a sole source basis (IAW FAR 13.501(a), Only One Responsible Source. The proposed source is San Diego Blood Bank, 3636 Gateway Center Ave. Ste. 100, San Diego, CA, 92102-4508. The Naval Medical Center San Diego (NMCSD) Blood Bank has a requirement for blood, blood components, and specialized testing for screening units to provide needed blood and blood products for patients.� Blood product delivery times at NMCSD are Monday through Sunday, 24-hours a day, including all holidays. Delivery timeline is as follows: within 4-hours for routine (and products with special requirements) [e.g., antigen negative, irradiated]) and 2-hours for emergent (no special requirements).� Timeliness of specimen pick-up for routine (24-hrs) or urgent (2-hrs) will be dependent upon the initial serological results and medical condition of the patient for identifying compatible blood and blood products. The Blood and blood products shall be delivered timely and products shall be free of defects in accordance with federal and industry standards per Food and Drug Administration (FDA) regulations and American Association of Blood Banks (AABB) standards.� All blood and blood products shall be delivered with maximum possible expiration dates. In addition, maintain inventory of blood and blood products including red blood cells, frozen plasma products and platelet products for all ages of life and for varying medical conditions. Primary use of blood and blood products are as follows: average of 450 red blood cells annually (historically 46% O Negative and 47% O Positive); and an average of 300 platelets, single donor annually.� Blood and blood products shall be packaged in validated containers to maintain adequate temperatures during transport.� Contractor shall allow the return of unused blood and blood products that have not expired.� Contractor shall pick-up patient specimens for reference laboratory testing and provide a final report for antibody and antigen testing used for identifying compatible blood and blood products and managing transfusion medicine requirements necessary for the care and treatment of the patient. �The government anticipates a contract with a Five (5) year ordering period. There are not set-aside restrictions for this requirement.� The intended procurement will be classified under North America Industry Classification System (NAICS) 621991.� This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement.� However, parties interested in responding to this notice will need to submit technical data sufficient to determine capability in providing the same product.� All capability statements received by the closing date of this synopsis will be considered by the Government.� A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
