Description: The Office of the Commandant of the Marine Corps (CMC) requires independent analyses and advisory support on Service-level issues, to include Title 10 responsibilities and Marine Corps roles and missions in support of Department-level guidance and tasking. The analysis shall include exploration and examination of the full range of potential options and associated risks of the various strategic issues of interest to CMC and the Assistant Commandant of the Marine Corps (ACMC). CMC requires analytic modeling and data-driven, evidenced-based assessments in support of Secretary of Defense, Secretary of the Navy, Chairman of the Joint Chiefs of Staff, and Congressional tasks and inquiries affecting Program Objective Memorandum (POM), Total Force Structure, current and future requirements, future Fleet Architecture, and Congressional testimony. The CMC requires modeling, simulation and analysis (MS&A) of Marine Corps operations using an existing, proven modeling environment. Due to the nature of the support required, the Contractor shall leverage existing Naval MS&A and Navy-approved models capable of supporting quick-turn assessments. The requirement will be fulfilled through a single award Indefinite Delivery Indefinite Quantity (IDIQ) Contract. The performance period for this contract is a five year ordering period. 17. Place of Contract Performance: Performance will primarily take place at HQMC, Pentagon. Offsite support may be required at Contractor site. 18. Set-Aside Status: This will be a sole-source award to a Large Business. See attached J&A.
