- The Naval Criminal Investigative Service (NCIS) is the federal law enforcement agency charged with conducting investigations of felony-level offenses affecting the Navy and Marine Corps. NCIS is comprised of approximately 2,000 personnel in over 40 countries around the globe. The organization is roughly 90% civilian, and its cadre of federal agents, about half its total personnel, is 98% civilian. Criminal investigation is at the foundation of virtually all the organization does, but the NCIS mission is broad, Prevent Terrorism, Protect Secrets, and Reduce Crime. II: PURPOSE OF CONTRACT SUPPORT The purpose of this Statement of Work (SOW) is to obtain comprehensive assessment of the NCIS culture and its impact on NCIS strategy execution and agility. Measurements will be taken to assess the current state of various NCIS areas of strategy execution and agility. The final assessment results will be utilized to identify target areas, which will provide the highest-impact towards improving NCIS culture.
