SUBJECT: Recruitment for Chief of Pathology and Laboratory Service Physician DISCLAIMER: This Sources Sought is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this Sources Sought. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this Sources Sought. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the Sources Sought will not be returned. At this time, questions concerning the composition and requirements for a future Request for Quote will not be entertained. Subject: The Department of Veterans Affairs is conducting market research in order to provide a service agreement for the Hershel Woody Williams Huntington, WV 25704 VA Medical Center. The government anticipates awarding a Firm Fixed Price award contract that will provide a Recruitment agreement for Chief of Pathology and Laboratory Service Physician, see below attachment. A through description of experience in managing support requirements of this nature. 5.0 CONTACT INFORMATION: Any questions related to this Sources Sought shall be directed to mark Smith at Mark.Smith25@va.gov All information regarding Capabilities Statements or any other proprietary information relative to this Sources Sought shall be submitted via email to Mark.Smith25@va.gov no later than 3:00 pm EST on 7/19/2019 ATTACHMENT 1 PERFORMANCE WORK STATEMENT Recruitment for the Clinical Executive Position of Chief of Pathology and Laboratory Service Physician Hershel Woody Williams VAMC BACKGROUND In response to the need to rapidly improve access to care for Veterans Health Administration (VHA) Veterans and to augment the hiring initiative announced by the Secretary of Veteran Affairs, additional recruitment resources are needed to help recruit healthcare professionals and clinical executives to fill vacancies at the Hershel Woody Williams VAMC in Huntington, WV. This Statement of Work addresses the recruitment for the following positions. Physician, Gastroenterology Physician, Hematology/Oncology Physician, Endocrinology The Hershel Woody Williams VAMC is experiencing significant shortfalls in its physician workforce causing lengthy wait-times for Veterans seeking care and significant increased cost associated with outsourcing services through fee-for- service, use of interim staff, and direct referrals for medical care outside VHA. Given the current shortage of physicians and increasingly competitive recruitment environment, as well as the urgency of the need, our Medical Center is seeking recruiting support in sourcing qualified candidates to fill these vacancies. SCOPE OF WORK The Contractor shall provide all management, equipment, tools and resources necessary to accomplish the tasks described in this Performance Work Statement (PWS), except as may otherwise be specified. The Contractor shall refer all qualified clinical executive physicians to the Hershel Woody Williams VAMC in order to meet urgent staffing needs and to address access issues within specified timeframes. These qualified candidates must meet the minimum criteria for each respective profession based on VA Directive 5005 Staffing. PERIOD of PERFORMANCE: The period of performance (POP) shall begin on the date of the award and end whenever all positions have been hired, but not to exceed 1 year. Any work at the Government site shall not take place on Federal holidays or weekends unless directed by the Contracting Officer (CO). There are ten (10) Federal holidays set by law (USC Title 5 Section 6103) that VA follows: Under current definitions, four are set by date: New Year's Day January 1 Independence Day July 4 Veterans Day November 11 Christmas Day December 25 If any of the above falls on a Saturday, then Friday shall be observed as a holiday. Similarly, if one falls on a Sunday, then Monday shall be observed as a holiday. The other six are set by a day of the week and month: Martin Luther King's Birthday Third Monday in January Washington's Birthday Third Monday in February Memorial Day Last Monday in May Labor Day First Monday in September Columbus Day Second Monday in October Thanksgiving Fourth Thursday in November SPECIFIC TASKS AND DELIVERABLES A Kick-Off meeting must be held within one (1) week of the award. This meeting will be held at the Hershel Woody Williams VAMC or via teleconference. The Contractor will be informed of the meeting location and time upon contract award along with agenda and any supporting documents. This meeting will allow the contractor to meet with all key personnel associated with the execution of the Contract. The Contractor must review all key documents (Veterans Access, Choice, and Accountability Act of 2014, etc.) as it relates to recruitment requirements and knowledge of the Title 38, Hybrid Title 38, and/or Title 5 application processes prior to the Kick-Off Meeting and consider these processes when preparing the management and recruitment plans and procedures associated with the execution of this contract. PRE-SCREENING and CONSOLIDATED LIST OF CANDIDATES It is imperative that the Contractor understand that the presentation of candidates and candidate quality are extremely important to the Hershel Woody Williams VAMC. The contractor must provide highly qualified candidates. Each candidate must be able to fill the position of Chief of Pathology and Laboratory Services which is a Clinical Executive position. All candidates meeting the standards will be considered for hire. As a result, the contractor must thoroughly examine each candidate; all candidates provided the contractor will meet, at least, all minimum qualifications. Once received, each candidate will be examined by the Hershel Woody Williams VAMC. The Contractor will be evaluated based upon the quality of candidates provided. The Contractor shall provide pre-screened candidates as they become available. A consolidated list of candidates (CLC) must be provided to the Task Manager and Task COR on a weekly basis. When providing a candidate, each package must include the following: Conducting a preliminary screening Obtain a full curriculum vitae (CV), Copies of licensures, certifications, including Drug Enforcement Administration for prescribing controlled substances, Contact information for three current (within past six months) references, Summaries of all malpractices, if any, at the time of presentation. If the referred candidate is a Veteran, copies of the DD-214. If applicable, copies of SF-15, Application for 10-Point Veteran Preference, with required supporting documentation. All Candidates must be able to obtain a Medium to High level Public Trust. Evidence of screening each candidate against the criteria in item one above and additional requirements if provided by the VAMC Task Manager/Task COR, for each specific vacancy. Certification that each referred candidate will meet all required VA pre-employment screenings. A copy of the checklist of these screenings will be provided to the Contractor at the Kick-off meeting. Upon the receipt of a task order, the Contractor must provide a weekly consolidated list of candidates. (CLC) The weekly CLC details all candidates referred, to date, by the Contractor. This will be provided to the Task Manager/Task COR on Monday of each week, until the Task Order is completed, and the position is filled. This will occur until the end of the Period of Performance. The Contractor shall refer candidates until a candidate is selected for the position associated with the task order. This consolidated list will be forwarded in soft copy to the Task Manager/Task COR. The Weekly Consolidated List of Candidates must include: The name and number of candidates cleared, referred and their status in the recruitment process. Date delivered to the Task Manager/Task COR for each referral The Task Manager/Task COR is responsible for updating the Contractor on the hiring status of the candidate NLT 15 days from initial receipt. Deliverable s: Consolidated List of Candidates (Weekly to the Task Manager and Task COR. KEY INFORMATION If a candidate is selected and hired by the Hershel Woody Williams VAMC, but leaves the position within 90 days, or is terminated within 90 days, the Contractor shall find a replacement at no charge to the Government. The Contractor shall not refer candidates who have pending or who have ever had any license revoked, suspended, denied, restricted, limited or issued/placed in probation status or voluntarily relinquished. The contractor will not issue any recruitment advertisements (to include mailings, online postings and other outlets that may be used to reach out to potential physician candidates) identifiable to the Department of Veteran Affairs and for the Hershel Woody Williams VAMC, without prior approval of the Hershel Woody Williams VAMC Task Manager and the National COR. The Hershel Woody Williams VAMC and or the National COR reserves the right to review, reject, or modify any recruitment advertisements proposed by the commercial firm. All advertisements must contain a statement that the Department of Veteran Affairs VAMC is an Equal Employment Opportunity employer. Contractors must not imply that this is a sole or primary avenue for employment for the VHA or any of their respective VAMCs. Fees shall not be charged by the contractor to the individual candidates for referral for these positions. If the candidates have previously paid the contractor any type of registration fees, membership fees, or recruiting fees, the VA will not be responsible for any type of fees due the contractor by the candidate, if the candidate is accepted for employment by the VA. The contractor will refer only those applicants from whom the firm or service has not accepted fees other than registration type fees that are imposed regardless of whether the registrant is referred for employment or placed. MINIMUM STANDARDS All referred applicants must meet the minimum standards for the position as referenced below. This is in accordance with (IAW) VHA Qualification Standards (VA Directive 5005). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule- qualification-standards/0600/medical-officer-series-0602/ Citizen of the United States Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Secretary of Veterans Affairs for the year in which the course of study was completed. Approved schools are: Schools of medicine holding regular institutional membership in the Association of American Medical Colleges for the year in which the degree was granted. Schools of osteopathic medicine approved by the American Hematology Association for the year in which the degree was granted. Schools (including foreign schools) accepted by the licensing body of a State, Territory, or Commonwealth (i.e., Puerto Rico), or in the District of Columbia as qualifying for full or unrestricted licensure. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia Board certified or eligible in the applicable specialty based on VAMC need Completion of an accredited residency in the appropriate specialty based on VAMC need Proficient in spoken and written English as defined below: The candidate s primary and native written and spoken language is English. The candidate has completed a combination of 4 or more years of education and/or experience as follows: 1) Education in this country or in any school in which the basic curriculum is conducted in English, which may include any time spent in graduate and postgraduate training. (2) Successful work experience in a health care facility in which the primary written and spoken language is English and in which the individual is required to communicate in English. For physicians, any of the following additional criteria may be considered as qualifying for English language proficiency: Graduation from a medical school accredited by the LCME (Liaison Committee on Medical Education), as listed in the current Association of American Medical Colleges Directory. Graduation from a foreign medical school whose curriculum was taught and examined in English. United States citizenship by birth and graduation from a foreign medical school. Certification by the ECFMG (Educational Council for Foreign Medical Graduates) with a certificate dated 1976 or later. Successful completion of the VQE (Visa Qualifying Examination). Certification by an American Specialty Board. An American Specialty Board includes the 24 Member Boards of the American Boards of Medical Specialties. METHOD AND DISTRIBUTION OF DELIVERABLES The Contractor shall deliver documentation in electronic format, unless otherwise directed. Acceptable electronic media include: MS Word, MS Excel, MS PowerPoint and Adobe Postscript Data Format (PDF). Note 1: Significant errors or omissions are defined as deliverables not meeting the intent of the task order and the work to be considered to be within scope of the vehicle Note 2: Continued repetitive errors may result in an unacceptable rating on performance report to be used as a part of evaluation criteria on future competition. The Government will utilize a Quality Assurance Surveillance Plan (QASP) throughout the life of the contract to ensure that the Contractor is performing the services required by this PWS in an acceptable manner. The Government reserves the right to alter or change the surveillance methods in the QASP at its own discretion.
