- THIS IS NOT A COMPETITIVE SOLICITATION. This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures found at FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The Solicitation number, N6228519RC066 The proposed contract action is for commercial supplies, in accordance with the Requirements Statement. The NAICS code is 541690 and the Small Business Standard is $15M. This solicitation documents and incorporates provisions and clauses in effect through FAC 2019-03 and DFARS Change Notice 20190531. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Philadelphia Office intends to solicit Research Support Instruments (RSI) a sole source basis. This action will result in a firm fixed-price (FFP) purchase order. The proposed acquisition is for contractor services for the shipping, support, building, and deployment of the H1RG detector for the United States Naval Observatory (USNO). Services are to be provided at Air Force Research Laboratory in Albuquerque NM. and Mt. Stromlo Observatory Mount Stromlo Road, Weston Creek Australian Capital Territory. The sole source vendor is Research Support Instruments (RSI) 20 New England Drive, Andover, MA. CAGE: 1V6Z9 The awarded contract for the above requirement is for commercial services for which the Government intends to solicit and negotiate with only one source under the authority for FAR Part 13.106-1(b), Soliciting from a single source. Interested persons may identify their interest and capability to respond to future similar requirements, however, this notice is not intended to be a request for competitive quotations from any source. The Requirements Statement is as follows: Detailed list of Services needed: 1. To install a RS-232 relay switch for power control of a GLS (not an acronym) power supply, 2. Document the Python scripts for remote control of camera components 3. Pack and shipping the components to Albuquerque 4. Support final testing and provide support to Mark Gramer (Ball Instruments) 5. Assist in system assembly and initial operation. 6. The Interface Control Document for the 1.8 meter telescope must be updated in agreement with Electrical Optical Systems Inc. (EOS) of Canberra Australia.
