- Attachments to Solicitation Solicitation MCC is seeking independent evaluation services in support of the Land Tenure Services Project ("Land Project") Evaluations, which assess the performance and results of the Land Project. The Land Project was largely implemented in Mozambique's four northern provinces across twelve districts and eight municipalities between 2008 and 2013. The Land Project of the Mozambique Compact aimed to establish more efficient and secure access to land by improving the land governance system and increasing recognition of land rights in the statutory system through provision of systematic land use certificates (DUATs), which were expected in turn to improve land markets, land investments and related land values. The Land Project consisted of three activities implemented at different levels of geopolitical aggregation-1) national-level policy reform; 2) provincial, district and municipal-level capacity building, and 3) site specific provision of DUATs in "hotspots" within selected districts and municipalities. MCC contracted Michigan State University (MSU) to evaluate the Land Project. MSU designed three impact evaluation components to capture the results of the Land Project: 1) Rural Site Specific Evaluation; 2) Urban Site Specific Evaluation; and 3) Land Administration Institutional Strengthening Evaluation. All three evaluation components employ a difference in difference methodology. Baseline data collection was conducted by MSU between 2012 and 2014. The EDR was updated in 2017 by MSU, including results of field visits to ensure the viability of the evaluation design. This scope of work covers the follow-up evaluation activities for all three impact evaluation components as well as incorporation of a new performance evaluation component to cover research questions that are not covered by the impact evaluations. The offeror must possess significant experience in mixed methods impact evaluation, as well as a strong understanding of land administration and land governance.
