This contract shall use a culturally relevant, evidence-based, holistic approach to support native communities in their self-determination efforts through infrastructure development, capacity building, as well as program planning and implementation. The TTA contract shall specifically provide proactive planning/implementation of substance abuse prevention and mental health programming focused on native children, youth, and their families to (1) decrease the impact of risk factors, such as poverty, unemployment, racism and historical trauma that contribute to suicide, family disruption, youth violence including bullying, and high-risk substance use, and (2) increase the protective factors, such as strengthening cultural identity, a sense of family and community connectedness, and communication skills, that are linked to the healthy and safe development of AI/AN children and their families. Through collaboration and coordination with internal and external TTA providers and other native-focused organizations, the contract shall get the best value for limited prevention resources, tailoring the tools necessary to increase community protective factors that can serve to reduce suicide, violence, and substance abuse.
