Description
Notice of Intent to Award Sole Source Modification to Raytheon Missile Systems for Standard Missile-3 Block IB Missile Support Services - HQ0276-15-C-0005 This is a notification that the Missile Defense Agency (MDA) Aegis Ballistic Missile Defense (BMD) Guided Missile program office intends to issue a request for proposal, negotiate, and award a sole source contract modification to Raytheon Missile Systems (RMS) under the authority of 10 United States Code 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, titled "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". No other contractor has the facilities, data rights, integration capability, and organized supply chain to meet current schedule requirements. The period of performance for the four new CLIN's is from November 1, 2018 to October 31, 2019. The purpose of this modification, estimated at $48.6M, establishes CLINS to continue efforts for the Fiscal Year 2019 in Product Support and Engineering (PS&E), Depot Level Planning, All Up Round (AUR) Recertification, and Repairs of the Standard Missile-3 (SM-3) Block IB missiles as part of the Aegis Ballistic Missile Defense Program. These activities are necessary to support ongoing production efforts currently being performed under the subject contract. These activities have been incorporated under contract no. HQ0276-15-C-0005, but are due to expire in the October 2018 timeframe. Therefore, this modification will allow for these activities to continue uninterrupted for an additional one-year period to support PS&E, Depot Level Planning, AUR Recertification, and Repairs. RMS is the All Up Round Design Agent for all Standard Missile variants and possesses unique knowledge and specialized expertise, in-depth background, technical and management knowledge of requirements and processes, resident resources, facilities, and proprietary data related to this complex and highly specialized Program. This expertise cannot be attained by any other contractor within the anticipated period of performance without duplicating costs and creating a delay in fulfilling MDA's requirements. MDA intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. MDA invites any other contractor that reasonably believes it can provide the aforementioned support activities without incurring duplicative costs, and without schedule delays, to provide a capability statement electronically to Jennifer Sylvestre, Contracting Officer, at jennifer.sylvestre@mda.mil. Responses to this notice shall be submitted no later than 5:00 PM Eastern Time, 15 calendar days after the date of this announcement. The government will not reimburse any costs associated with capabilities statements or other correspondence submitted in response to this notice. A determination by the government not to compete this proposed contract, based on responses to this notice, is solely within the discretion of the government. Companies interested in subcontracting opportunities should contact Raytheon Missile Systems directly. Contracting Office Address: 17211 Avenue D, Suite 160 Dahlgren, Virginia 22448 United States Primary Point of Contact: Jennifer Sylvestre Contracting Officer jennifer.sylvestre @mda.mil
