- The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office (NCO) 23, Fargo, ND intends to issue a Blanket Purchase Agreement (BPA) to Omnicell, against Federal Supply Schedule Contract No. V797D-30111. The BPA will provide preventative maintenance services, upgrades to specific equipment, and software and hardware required to operate the Omnicell systems. The VA intends to solicit and negotiate with only one source under the authority of FAR 8.405-6 (a)(1)(i) (B). The VA anticipates issuing the BPA on or near July 27, 2018. The estimated period of performance is from July 27, 2018 through July 26, 2019, with two (2) 12-month option periods. This BPA will only include commodities and services needed to replace, update, repair, and maintain current Government owned Omnicell systems at facilities in the Veterans Integrated Service Network 23 (VISN 23). This notice of intent to award a sole source blanket purchase agreement (BPA) is not a request for competitive proposals. However, in accordance with FAR 5.207(c)(16)(ii), all responsible sources that feel they can fulfill the requirements for brand name Omnicell commodities and services under Federal Supply Schedule Group 65, Part II, Section A, Special Item Number (SIN) A-92, may submit a capability statement which shall be considered by the VA. Responses to this notice shall contain sufficient information to establish the interested parties bona-fide capabilities for fulfilling the requirement and shall include the: Dun and Bradstreet Number, Taxpayer Identification Number, and documentation from the manufacturer validating the vendor is an authorized distributor/reseller. All respondents must have an active registration in the System for Award Management www.sam.gov. A determination by the VA not to compete this proposed contract based upon responses to this notice is solely within the discretion of the VA. In addition, the information received because of this notice of intent will be retained as market research only.
