- Sole Source Justification This Notice of Intent is not a solicitation for competitive proposals. However, all parties who identify their interest and capability to satisfy this requirement will be considered. No solicitation will be issued, therefore, any requests for the solicitation will not be considered. SUBSTANCE: Marine Corps Air Station Iwakuni, Japan hereby gives notice of intent to award a sole source contract under solicitation Number M62613-18-Q-0023. This procurement action is being conducted under authority of FAR part 13.106-1 (b) to: VIKING LIFE-SAVING EQUIPMENT (AMERICA) INC. 1141 Ingleside Road, Norfolk VA, 23502 DESCRIPTION OF SUPPLIES/ SERVICES: Requirement: Immersion Suit Description: insulated immersion suit, orange in color and comes in size 54 (universal). Fits people 4'6" to 6'6" and weighs approximately 110 lbs to 220 lbs. The outer fabric is made of nomex/gore-tex 180g/m2 (2 layers). The lining consists of blue polyester, quilted, with 80g/m2 of insulation. Stitching is aramid. There is "retro-reflective" tape on the hood, back and sleeves. Has integrated suspenders for adjustment of height, 3-fingered neoprene gloves in glove pockets, reinforced seat and knee areas, and adjustable boots with durable non-slip soles. Supplied vacuum packed in storage container, 16.5" x 8" (vacuumed packed) weighs approximately 8.5 pounds. Purpose of Suit: provides protection from the thermal effects of cold water immersion in the event of emergency over water aircraft egress in multi-engine fixed wing non TacAir aircraft item number: PS40491054000 WUC: 96AF7 Shipping is required to delivery to MCAS Iwakuni JAPAN, Bldg. #1710 Distribution Management Office ANTICIPATED AWARD DATE: 17 May 2018 The government intends NOT to request for competitive quotes. A determination by the government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. All interested parties must provide a Capability Statement and explanation of their objection to the sole source procurement in writing via e-mail to: Takashi Kamio at takashi.kamio.ja@usmc.mil within (3) calendar days from the date of this notice. Verification of receipt of electronic transmission is the sole responsibility of the contractor. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If no responses are received, an award shall be made to VIKING LIFE-SAVING EQUIPMENT (AMERICA) INC. All questions concerning this notice must be received within (3) calendar days from the date of this notice.
