- Amendment to request additional information with responses. This is a market survey is in support of the Federal Aviation Administration ™s interagency agreement with Customs and Border Protection (CBP) within the Department of Homeland Security (DHS). This announcement is seeking to identify potential sources and obtain insight into current market conditions and/or scientific advances of Commercial-Off-The-Shelf (COTS) acoustic detection systems that would extend the range and/or complement existing surveillance systems in both fresh and salt-water environments. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for a proposal of any kind. The FAA is not seeking or accepting proposals at this time. The principle North American Industry Classification System (NAICS) code for this effort is 334290 Other Communications Equipment Manufacturing with a size standard of 750 employees. The nature of any resulting competition has not been determined. However, responses from the small business community are encouraged. Eligible small businesses, service-disabled veteran-owned small businesses, or eligible socially and economically disadvantaged businesses, that are certified by the SBA for participation in the SBA's 8(a) Program, with the capability to provide the system should include their eligibility information. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendors' expense. The attached document provides additional information needed to respond to this Request for Information (RFI). Respondents are requested to address the all following topics in their response: Coastal Acoustic Detection Systems: Cost Estimates Current Market conditions Scientific advances Overall technical approach, i.e., surface buoy, Autonomous Surface Vehicle (ASV), Autonomous Underwater Vehicle (AUV), etc. Portability Communications system Deployment approach Retrieval approach Programmable an autonomous capability Reliability and Maintainability System Self-Protection Rough Order of Magnitude (ROM) for acquisition, deployment, and yearly sustainment costs Use cases Status of ongoing development (independent or cooperative) Systems deployed System Descriptions Points of Contact (POC) of partners Interested vendors should cover all the subject topics shown above as well as providing the following information with your response: 1. Capability Statement a. List of same/similar type work your firm has done in the past. b. Dollar value and type of services provided by your firm under previous contracts (provide dollar value, type of contract, start/completion dates, and customer/end-user information) which meet the contract performance requirements above; c. Number of years in business performing the services required of this announcement. 2. Clearly state whether or not you can provide all of the types of services required in the Draft SOW. 3. Business Duns number- Interested vendors shall supply their company Duns number. 4. Expected programmatic approach (in-house, teaming, subcontracting, etc.) “ Respondents must provide their strategy for accomplishing this work, including the percentage of work done by the eligible, small service-disabled veteran-owned and 8(a) certified business along with a copy of the vendor's SBA 8(a) Certification Letter, if applicable. All responses to this market survey must be received by 5:00 p.m. CST on April 06, 2018.
