- 1, THIS IS A SOURCES SOUGHT NOTICE. This is not a request for proposals. A solicitation will not be issued at this time. The Department of Veterans Affairs, New Mexico VA Health Care System (NMVAHCS) has a 5 year requirement (base year plus four (4) one (1) year option periods) for: Medical grade gases in specific cylinder sizes, and dry ice. The intent of the procurement is to award a firm-fixed price contract. Contract Title. Medical Gases and Dry Ice for Pathology & Laboratory Medicine Service. 3. Background. NMVAHCS Pathology & Laboratory Medicine Service (P&LMS) requires medical gases to perform testing using carbon dioxide and mixed gases within the Microbiology Department delivered on an as needed basis and dry ice for packing patient specimens to be shipped to reference laboratories to ensure stability of specimens while in transit. P&LMS requires dry ice to be delivered twice a week (Monday in the morning and Wednesday in the morning). 4. Scope. This requirement will cover one base year - October 1, 2018 through September 30, 2019, with four option years OY1: October 1, 2019 through September 30, 2020, OY2: October 1, 2020 through September 30, 2021, OY3: October 1, 2021 through September 30, 2022 and OY4: October 1, 2022 through September 30, 2023 worth of medical gases and dry ice. 5. Specific Tasks. Performance Monitoring COR will ensure that delivery order paperwork matches invoice information. Sections will notify COR of delays in receiving product that result in a corresponding delay in patient care. 7. Security Requirements This is for supplies only. There is no patient information involved. The C&A requirements do not apply. A Security Accreditation Package is not required. 8. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). No government furnished equipment nor information will be provided to the contractor. 9. Other Pertinent Information or Special Considerations. None 10. Risk Control All medical gases and dry ice will be handled with appropriate precautions. 11. Place of Performance. Medical gases and dry ice will be used at: NM VA Health Care System Pathology & Laboratory Medicine Service (113) 1501 San Pedro SE Albuquerque, MM 87108 12. Period of Performance. Base Year: 10-1-2018 through 9-30-2019 Option Year 1: 10-1-2019 through 9-30-2020 Option Year 2: 10-1-2020 through 9-30-2021 Option Year 3: 10-1-2021 through 9-30-2022 Option Year 4: 10-1-2022 through 9-30-2023 13. Delivery Schedule. As-needed basis. End Statement of Work The applicable NAICS code is 325120, Industrial Gas Manufacturing. Dry ice also falls under NAICS code 325120. Small Business manufacturers for this NAICS code have a size standard of: 1,000 employees. It is anticipated that a Request for Quotes may be issued on or about April 11 2018. Award of a firm fixed price contract is contemplated by September 25, 2018. This notice is published to conduct market research to determine if there is a sufficient number of certified Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), capable of performing the requirements to warrant a socio-economic set-aside, or full & open competition. It is strongly recommended that interested parties register in the US Department of Veterans Affairs Vet Biz database, and the Small Business Administration (SBA) database. Registration may be accomplished at http://www.vip.vetbiz.gov/ and www.sba.gov/, respectively. Interested parties responding to this sources sought announcement shall submit the following information at a minimum: 1, company name and address, point of contact with phone number, and DUNS number 2, business size 3, if you are a manufacturer or distributor. All respondents must be manufacturers or authorized distributors. No refurbished or gray market items will be accepted. If a distributor, provide a statement from the manufacturer that your company is an authorized distributor. 4, if the items are available on a FSS schedule please include the FSS schedule number. 5, intentions of subcontracting to include set-asides. 6, proof of registration in the VA Vet Biz and SBA websites as applicable or intention of registration prior to submission of offers to a solicitation 7, any other pertinent company documentation. The response date to this Sources Sought Announcement notice is: April 6, 2018 at 6:00 pm EST. This market research is for informational and planning purposes only to determine if a socio-economic set-aside, or full & open competition, or sole-source procurement is appropriate.
