Description
Solicitation for a Senior Rule of Law/ Justice and Human Rights Advisor The Senior Rule of Law/Justice Sector and Human Rights Advisor will provide professional/technical leadership and management of ongoing USAID DRG activities; the development of a new strategic vision leading to the development, design, implementation, management; and monitoring and evaluation of new and future programs that promote strengthening rule of law, justice sector reform along with advocating on behalf of the rights of Haitian citizens, especially as they relate to youth, gender and LGBTI issues. The Senior Rule of Law/Justice Sector and Human Rights Advisor will support the DRG Office to promote the rule of law, strengthen the judicial system, and improve human rights conditions and advocacy on behalf of youth, LGBTI and the abused in Haiti. The environment faced in strengthening the justice sector and rule of law as well as in addressing human rights is unusually complex. The inertia of the political system in Haiti and the conservative attitudes of résistance to change as illustrated in the Latin American Public Opinion Survey Reports of Vanderbilt University further impede these activities. The weak state of the justice sector and capacity of civil society to advocate on behalf of their rights are among the most intractable issues that limit Haiti's efforts to promote social and economic justice. The variety of actors in the GoH, the legal community, the international/donor community and vested interests (elites) all compete with one another to shape the judiciary and human rights environment. To achieve improvements in the rule of law and justice, the Advisor will need a broad range of management, negotiation and, especially, leadership skills and sound judgement in all of the foregoing programmatic areas, with an emphasis on day-to-day contract and grant management, supervision of technical staff and engagement with senior Government of Haiti (GoH), donor and USAID officials to achieve progress in the justice sector, rule of law and citizens' rights.
